African Union head visits Central African Republic

BANGUI, Central African Republic (AP) - The leader of the African Union, Benin's President Thomas Boni Yayi, has proposed a government of national unity to resolve the rebel conflict in Central African Republic.

Boni Yayi arrived here Sunday to try to find a negotiated resolution to the country's crisis. The president of the African Union met with President Francois Bozize and then made an appeal to the rebels.

"I beg my rebellious brothers, I ask them to cease hostilities, to make peace with President (Francois) Bozize and the Central African people," said Boni Yayi at a press conference in Bangui, the capital. "If you stop fighting, you are helping to consolidate peace in Africa. African people do not deserve all this suffering. The African continent needs peace and not war."

Boni Yayi said that Bozize had pledged to have an open dialogue with the rebels with the goal of establishing a government of national unity, which would include representation from the rebels and the Bozize government.

Bozize also addressed the conference and said, although he plans to stay in power until his term ends in 2016, he is not against having the rebels enter a coalition government with him.

"We'll probably be able to set up a national unity government. I apologize to the suffering Central African people," said Bozize. "It is a message of peace to my brothers of Central African Republic, "said Bozize.

The African Union's leader arrived in Bangui when many feared there would be a fight over the capital, Bangui, a city of 600,000.

According to several families in Bangui, members of the Presidential Guard have kidnapped people suspected of supporting the rebels who have seized 10 cities in the country's north over the past three weeks.

A rebel spokesman, Col. Juma Narkoyo, warned Bozize: "We warn the head of state and his family to stop abducting our parents. They have nothing to do with it. If he wants to solve its problems, he comes to meet us on the ground. We expect firm feet. " H0e said that a dozen people have already been arrested in Bangui.

On his arrival in Bangui, Yayi Boni had a private meeting for more than two hours with Bozize in the VIP lounge of Mpoko airport, which is secured by French troops.

So far Boni Yayi has no meetings scheduled with rebels or with the democratic opposition.

Boni Yayi's diplomatic effort comes as France has deployed an additional 180 troops to protect its interests.

The French reinforcements arrived Sunday from nearby Gabon, bringing the total French military force in the capital, Bangui, to nearly 600, Col. Thierry Burkhard told The Associated Press Sunday. The troops are to protect French residents in the capital, which many fear will be attacked by the rebels.

As fears mounted that the rebels would attack Bangui, Bozize imposed a curfew from 7 p.m. until 5 a.m.

Bozize earlier appealed to France for help against the rebels, but French President Francois Hollande's government said it would only protect French interests and would not prop up the Bangui government.

As the rebels have made a rapid advance across the country's north, residents in the capital now fear the insurgents could attack at any time, despite assurances by rebel leaders that they are willing to engage in dialogue instead of attacking Bangui.

On Saturday the rebels seized the city of Sibut, 185 kilometers (114 miles) from Bangui.

Sibut, a key transportation hub, fell without a shot being fired because the Central African Republic army and forces from neighboring Chad had pulled back to Damara, 75 kilometers (46 miles) from Bangui on Friday, said Minister of Territorial Administration Josie Binoua.

Neighboring African countries have agreed to send more forces to support the Bozize government.

Representatives from the 10-nation Economic Community of Central African States, or ECCAS, agreed at a meeting in Gabon Friday to send forces to CAR, but did not did not specify how many troops would be sent or how quickly the military assistance would arrive.

The ECCAS states, with more than 500 soldiers via their regional peacekeeping force in Central Africa, over the weekend warned the rebels to halt their advances.

"ECCAS forces are on high alert, and the city of Damara is the limit not to cross," said Antonio Di Garcia, the ECCAS representative in Bangui. He urged the government forces and the rebels to hold to their current positions and to begin dialogue.????????????

?The ongoing instability prompted the United States to evacuate about 40 people, including the U.S. ambassador, from Bangui on an U.S. Air Force plane bound for Kenya, said U.S. officials who insisted on anonymity because they weren't authorized to discuss the operation.

The United States has special forces troops in the country who are assisting in the hunt for Joseph Kony, the fugitive rebel leader of another rebel group known as the Lord's Resistance Army. The U.S. special forces remain in the country, the U.S. military's Africa Command said from its headquarters in Stuttgart, Germany.

The evacuation of the U.S. diplomats came after criticism of how the U.S. handled diplomatic security before and during the attack on its consulate in Benghazi, Libya, on Sept. 11. The ambassador and three other Americans were killed in that attack.

French diplomats have remained in Bangui despite a violent demonstration outside its embassy last week. Dozens of protesters, angry at France's lack of help against rebel forces, threw rocks at the French Embassy in Bangui and stole a French flag.

This landlocked nation of 4.4 million people has suffered decades of army revolts, coups and rebellions since gaining independence in 1960 and remains one of the poorest countries in the world. The current president himself came to power nearly a decade ago in the wake of a rebellion in this resource-rich yet deeply poor country.

Bozize's government earlier reached out to longtime ally Chad, which pledged to send 2,000 troops to bolster Central African Republic's own forces.

The rebels behind the most recent instability signed a 2007 peace accord allowing them to join the regular army, but insurgent leaders say the deal wasn't fully implemented.

The rebels say they are fighting because of their "thirst for justice, for peace, for security and for economic development of the people of Central African Republic." The rebels also are demanding that the government make payments to ex-combatants.

Despite Central African Republic's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped.

The United Nations Security Council condemned the violence and reiterated its demand that the armed groups "immediately cease hostilities, withdraw from captured cities and cease any further advance towards the city of Bangui."

Shock, heartbreak for U.S. families adopting Russian children

(Reuters) - For months, life for Ann and Kurt Suhs has been a whirlwind of assembling documents, getting fingerprinted and scheduling evaluations of their Atlanta-area home in preparation for welcoming a Russian child into their family for a second time.

Now, the couple - who adopted their son Ben, now 7, from Russia at age 13 months - say they were blindsided by news that Russian President Vladimir Putin signed a law on Friday banning Americans from adopting Russian children effective next Tuesday.

"It's hard to think that it would all stop, that it would all just come to such a screeching halt," Ann Suhs said. "We haven't talked about a Plan B. We hope and we pray."

She and her husband are among some 1,500 U.S. families who are in the process of adopting a child from Russia, according to an estimate from the Alexandria, Virginia-based National Council For Adoption. Some of those families had just started paperwork, while others had already been matched with a child and, in some cases, had the chance to meet the boy or girl.

The Russian measure was passed in retaliation for a U.S. human rights law - approved this month as part of a trade bill and signed by President Barack Obama - that bars entry to Russians accused of involvement in the death in custody of anti-corruption lawyer Sergei Magnitsky and other alleged rights abuses.

Putin has defended the Russian law by saying his country should care for its own children. But critics including child rights advocates say it is an unfair move that uses orphans as pawns in an unrelated dispute.

Ann and Kurt Suhs, who were waiting to be matched with a child, had been frantically checking every morning for news about the Russian proposal moving through the legislative process. They had chosen Russia in part because Kurt Suhs' grandmother grew up there.

On a recent day, "I looked at Kurt and said, 'Do we know what we're going to do if this goes through?'" Ann Suhs said. "We can't put our heads around it to say, 'OK, we give up on this dream.'"

A November agreement between Russia and the United States calls for a one-year transition period in the case of either country banning adoptions, said Lauren Koch, a spokeswoman for the National Council For Adoption.

"All we can hope for now is that President Putin will honor the terms of that agreement and at least, at a very minimum, allow those families who have been matched with a child to bring him/her home," Koch said in an email.

'ONCE YOU'VE MET THAT CHILD'

Americans have adopted more than 45,000 Russian children since 1999, including 962 last year.

More than 650,000 children are considered orphans in Russia - though some were rejected by their parents or taken from dysfunctional homes. Of those, 110,000 lived in state institutions in 2011, according to government figures.

Many American families are now in limbo.

"Once you've met that child, that's your child, and that child is in your mind, he or she is in your heart, there are pictures on your refrigerator," said Frank Garrott, president of Gladney Center for Adoption, a Fort Worth, Texas-based adoption agency working with about 25 families now in the process of adopting a child from Russia.

In Oakland, California, the news from Russia has Lease Wong holding her little girl especially tightly. She and her husband, Marty, arrived home from Russia about a month ago with their newly adopted daughter, Brianna, who is now 23 months old.

"I think she knows she has a family," said Lease Wong, who owns a toy store. "I have to think of all those other children. They're losing their opportunity for a family."

As Wong spoke, the girl chattered away in the background.

Those are sounds that Kim and Robert Summers are desperate to hear. They traveled to Russia in August to meet the boy who they call Preston - he's known as Stanislav in Russia - then returned to Russia earlier this month to continue the adoption process. They had expected to go back to Russia in January to bring the boy home to New Jersey.

At their home in New Jersey, a stroller for the red-headed 21-month-old sits in the dining room and his crib is already partially assembled.

The Summers' two-year adoption journey followed eight years of infertility struggles, three miscarriages and four unsuccessful attempts at in vitro fertilization. After soul-searching and prayers, they turned to international adoption, and the match with the boy was approved at a December court hearing, they said.

Kim Summers, a chef who has no other children, said she quit her job to become a stay-at-home mother to Preston.

When they left Russia in December, they were so sure they would be back the next month that they left their diaper bag with a family there.

On Friday, Kim Summers expressed shock, outrage and a determination to bring her son home in January as planned.

"I promised this baby I was going to be his mommy," she said. "I'm a mommy on a mission."

(AP) ? The only official charged with the death of a Russian whistleblowing lawyer walked free on Friday after a Moscow court acquitted him of negligence, in a case that has become a rallying point for human rights advocates and sparked escalating legislation in the U.S. and Russia.

Sergei Magnitsky died in jail in 2009 after his pancreatitis went untreated, and an investigation by Russia's presidential council on human rights concluded he was severely beaten and denied medical treatment. Prison doctor Dmitry Kratov was the only person to face trial in the case.

Judge Tatyana Neverova said she found no evidence that Kratov's negligence could have caused the lawyer's death. The acquittal was widely expected after prosecutors earlier this week dropped their accusations, saying they had decided there was no connection between Kratov's actions and Magnitsky's death.

The case has angered both Russian activists and the West. The U.S. Congress passed legislation this month in Magnitsky's name, calling for sanctions against officials ? including Kratov ? deemed to be connected with human rights abuses. The bill provoked retaliation from Moscow, including a measure barring Americans from adopting Russian children that President Vladimir Putin signed on Friday.

Magnitsky, a lawyer for the Hermitage Capital fund, was arrested in 2008 on suspicion of tax evasion by the same Interior Ministry officials he accused of using false tax documents to steal $230 million from the state. He died while in custody awaiting trial.

Government officials have dismissed calls to investigate police officials and the only official charged in his death was Kratov, who was deputy chief physician at the Butyrskaya prison where Magnitsky was held.

Hermitage's owner, Bill Browder, said the outcome of the trial shows the government's unwillingness to find and try the culprits.

"Even though Kratov was only a minor player in the overall persecution of Sergei, the fact that the Russian authorities can't even scapegoat their one scapegoat says everything about this case," Browder said.

Kratov pleaded not guilty to charges of negligence leading to death, saying he was unable to ensure medical care for Magnitsky because of a shortage of staff.

The prison doctor thanked "everyone who believed in me and my innocence" after the verdict.

The lawyer's family has described the trial as a sham, maintaining that Kratov played a minor role in the man's death and that officials responsible must face justice.

The lawyer's mother and attorney did not attend the ruling in protest.

"Participation in this court hearing would have been humiliating for me," Nataliya Magnitskaya said in a statement. "I understand that everything has been decided in advance and everything has been pre-determined."

Browder said that he does not doubt that "people responsible for Magnitsky's death are being protected by the president of Russia.

"In this case, there was overwhelming evidence of Kratov's involvement and his acquittal goes against any logic or concept of justice," he said

Valery Borshchev, a human rights advocate who spearheaded the presidential commission's investigation into Magnitsky's death, was outraged with the court's decision. Borshchev insisted that authorities must investigate overwhelming evidence collected by his commission that points to the fact that Magnitsky was tortured.

"Kratov and others are guilty because there were inadequate conditions to treat Magnitsky," he told the Interfax news agency. "The conditions in jail were torturous, and doctors didn't do anything to change that."

ROME (AP) ? Italian Premier Mario Monti has announced he is heading a new campaign coalition made of up centrists, businessmen and pro-Vatican forces, paving the way for his possible return to office if it wins enough seats in February parliamentary elections.

Monti told a news conference Friday evening that he will lead a new "grouping" of likeminded politicians and civic leaders to infuse ethics into Italian politics as well as renewed vigor for economic reforms he hopes will pull the country out of recession.

Already a senator-for-life, he said he'll head a banner called "Monti Agenda for Italy" and will help choose electoral candidates.

Joerg Asmussen, a member of the ECB's Executive Board, said last week he would be "very reluctant" about the ECB cutting its deposit rate - now at zero - any further, adding that "our (monetary) policy is very accommodative".

Another board member, Yves Mersch, said he did not see the logic of a debate about the ECB cutting its main rate from a record low of 0.75 percent. A third board member, Peter Praet, said earlier this month there is little room to cut.

The ECB kept rates on hold this month despite new forecasts suggesting the euro area economy will contract next year as it has this.

On Thursday, three-month Euribor rates, traditionally the main gauge of unsecured bank-to-bank lending, ticked down to 0.185 percent from 0.186 percent.

The six-month rate was unchanged at 0.319 percent while the one-week rate eased to 0.089 percent from 0.090 percent.

Dollar-priced bank-to-bank Euribor lending rates were mixed, with three-month rates falling to 0.57462 percent from 0.57667 percent and one-week rates rising to 0.63692 percent from 0.58167 percent.

Huawei Ascend D2 makes a brief pre-CES appearance

CES is right around the corner, and one of the devices Huawei will be showing off will be the Ascend D2, which was announced a few weeks ago. A batch of pictures have bubbled up giving us a closer look at the otherwise camera-shy D2. We all remember its predecessor, the dickwad D Quad, and it's battery-boosted bro, the D Quad XL, but the D2 stands to be a significant step up from both of them. The source of the latest batch of pictures of the device confirms it will have an HD-grade (1080p?) 5-inch display, a quad-core 1.5 GHz processor, 13 megapixel camera, run Android 4.1, and have a big honkin' 3,000 mAh battery. 

It's great to see Huawei continuing to push the higher-end market and get those devices into Europe and the U.S. - after all, competition is good, especially on price point. We may also see a new 6.1-inch tablet from Huawei at CES, which will be interesting to try out, to say the least.

Wacky Ramen
It?s not like ramen joints haven't been popping up everywhere. But now, experts - who generally obsess over the broth - are throwing non-traditional ingredients into their ramen bowls. At Dassara in Brooklyn, chef Marc Giroux celebrates the borough?s Jewish heritage with Deli Ramen, filled with matzo balls and Montreal-style smoked pastrami. In Baltimore, at PABU, Ken Tominaga serves Michael?s Chicken Noodle Ramen (it?s named for his business partner, Michael Mina).

Rabbit
Last year, I promoted squirrel as the great new sustainable meat (thanks to chef Ren? Redzepi of Noma in Copenhagen for the idea). This year, in lieu of meat from trees, I?ll call out rabbit, on menus all over the place. SPQR in San Francisco makes a luscious rabbit roulade (if you?d rather eat rabbit at home, the recipe is in the new SPQR cookbook). Chicago?s The Purple Pig turns rabbit into salad with pickled beans and crispy capers; on the small plates menu at Contigo in Austin, rabbit livers are served over Anson Mills grits.

Genius Tacos
If you could eat only one food in 2013, tacos would be a good bet. For one thing, they?re ubiquitous. They?re also becoming increasingly creative. At Manhattan?s El Toro Blanco, chef Josh Capon adds chipotle queso to his roast-chicken tacos (he goes old school, too, with the seasoned ground beef?filled Escuela Vieja).

New York City?s Salvation Taco offers non-traditional braised lamb tacos in naan bread. Comal in Berkeley serves wood-grilled rock-cod tacos with spicy pickled cabbage and avocado aioli; at Copita in Sausalito, the tortillas are house-made for tacos like oyster mushroom with pickled onions and epazote. Copita also boasts that its entire lunch and dinner menus are gluten-free?something else you?ll see ever more of in 2013.

Pasta Everywhere
Right now, every chef?s favorite new toy is his or her pasta extruder (one chef likened it to the joy you got as a kid with your super-deluxe Play-Doh set). At Nellc?te in Chicago, chef Jared van Camp mills his own flour in-house daily and makes over a dozen fresh pastas. In St. Louis, Gerard Craft has become such a pasta expert at Pastaria that he?s even making alphabet pasta (the kind you usually see in canned soups). At Manhattan?s new L?Apicio, chef Gabe Thompson is tweaking classic sauces for his house pastas, like adding pepperoni slivers to linguine with clam sauce.

Chocolate Cake 2.0
If there?s anything I love more than a Cake Wreck, it?s a really great version of an old-school chocolate cake. Battersby in Brooklyn has a tiny dessert menu that includes a superb version of Black Forest Cake, with brandied cherries on top. The Bakery at Cakes & Ale in Decatur, Georgia, is serving Marble Blackout Cake: vanilla, citrus and chocolate marbled cake with chocolate buttercream. (That?s just one of its many excellent retooled classics?Hummingbird Cake is another.) And at Sugar and Plumm in Manhattan, the Brooklyn Blackout Cake is currently served as part of the "Earthquake in a Fishbowl." That earthquake also includes key lime pie; butterscotch pudding; vanilla, chocolate and salted caramel ice creams; and whipped cream. Wow.

Kitschy Cocktails
If there?s anything I love more than a great old-school chocolate cake, it?s a great tacky cocktail. In Manhattan, Mission Chinese Food just got its liquor license; one of the first drinks they?ll serve is Sex on the Beach. In Washington, DC, Firefly has a new drinks menu, and they?re bringing back that 1980s classic, the Cosmopolitan.

U.S. appeals court revives workplace cybertheft lawsuit

NEW YORK (Reuters) - In a decision that could make it easier for businesses to police cybertheft in the workplace, a U.S. appeals court revived a chemical company's lawsuit accusing a former Toronto-area employee of using her home computer to steal trade secrets from its Connecticut server.

Reversing a lower court ruling, the 2nd U.S. Circuit Court of Appeals in New York said U.S.-based MacDermid Inc may pursue civil damages claims against a former account manager under Connecticut state law, even though she conducted her alleged improper activity from her home in Fort Erie, Ontario.

Wednesday's decision may make it easier for U.S. companies to crack down on alleged computer theft that occurs in remote locations, including outside the country. In recent years, U.S. courts increasingly have dealt with cases involving downloads of corporate information by employees, both in criminal cases brought by prosecutors and civil cases filed by companies.

Jackie Deiter, the MacDermid account manager, had worked for the Waterbury, Connecticut-based company's MacDermid Chemicals unit in Mississauga, Ontario, from May 2008 until her termination in April 2011 for reasons unrelated to the lawsuit.

The company accused her of violating Connecticut laws on unauthorized computer access and misappropriating trade secrets by emailing customer data, laboratory reports, and pricing lists drawn from its Waterbury server. It said this occurred soon after Deiter had learned she was about to be fired.

Deiter admitted to emailing materials, but said in court papers that she did so for her job, and because she could not print at home from her employer-issued laptop.

U.S. District Judge Warren Eginton in New Haven, Connecticut said in November 2011 that he had no jurisdiction over MacDermid's lawsuit because Deiter had merely emailed information "from one computer in Canada to another computer in Canada."

But a unanimous three-judge panel of the 2nd Circuit said MacDermid's server was a computer under Connecticut law, and that it did not matter that Deiter had accessed it from outside the state, which she had never visited.

"Most Internet users, perhaps, have no idea of the location of the servers through which they send their emails," Circuit Judge Barrington Parker wrote for the panel.

"Here, however, MacDermid has alleged that Deiter knew that the email servers she used and the confidential files she misappropriated were both located in Connecticut," he added.

Parker also said "efficiency and social policies against computer-based theft are generally best served" by handling lawsuits in the states where computer files are misappropriated.

William Charamut, a lawyer for Deiter, declined to comment. Lawyers for MacDermid did not immediately respond to requests for comment. No criminal charges have been filed against Deiter.

In February, the 2nd Circuit threw out a federal criminal case against a former Goldman Sachs Group Inc computer programmer, saying his alleged theft of high-frequency trading code was not a crime under federal law.

Six months later, Manhattan District Attorney Cyrus Vance brought New York state criminal charges against the programmer, Sergey Aleynikov, over the same activity. Aleynikov has pleaded not guilty.

The 2nd Circuit has jurisdiction in Connecticut, New York and Vermont. It is among the more influential federal appeals courts, and other circuits often follow its reasoning.

The case is MacDermid Inc v. Deiter, 2nd U.S. Circuit Court of Appeals, No. 11-5388.

Holiday Retail Sales Growth Comes At Just 0.7 ... - Business Insider

WASHINGTON (AP) ? U.S. holiday retail sales this year grew at the weakest pace since 2008, when the nation was in a deep recession. In 2012, the shopping season was disrupted by bad weather and consumers' rising uncertainty about the economy.

A report that tracks spending on popular holiday goods, the MasterCard Advisors SpendingPulse, said Tuesday that sales in the two months before Christmas increased 0.7 percent, compared with last year. Many analysts had expected holiday sales to grow 3 to 4 percent.

In 2008, sales declined by between 2 percent and 4 percent as the financial crisis that crested that fall dragged the economy into recession. Last year, by contrast, retail sales in November and December rose between 4 percent and 5 percent, according to ShopperTrak, a separate market research firm. A 4 percent increase is considered a healthy season.

Shoppers were buffeted this year by a string of events that made them less likely to spend: Superstorm Sandy and other bad weather, the distraction of the presidential election and grief about the massacre of schoolchildren in Newtown, Conn. The numbers also show how Washington's current budget impasse is trickling down to Main Street and unsettling consumers. If Americans remain reluctant to spend, analysts say, economic growth could falter next year.

In the end, even steep last-minute discounts weren't enough to get people into stores, said Marshal Cohen, chief research analyst at the market research firm NPD Inc.

"A lot of the Christmas spirit was left behind way back in Black Friday weekend," Cohen said, referring to the traditional retail rush the day after Thanksgiving. "We had one reason after another for consumers to say, 'I'm going to stick to my list and not go beyond it.'"

Holiday sales are a crucial indicator of the economy's strength. November and December account for up to 40 percent of annual sales for many retailers. If those sales don't materialize, stores are forced to offer steeper discounts. That's a boon for shoppers, but it cuts into stores' profits.

Last-minute shoppers like Kris Betzold, of Carmel, Ind., embraced discounts that were available before Christmas.

"We went out yesterday, and I noticed that the sales were even better now than they were at Thanksgiving," said Betzold Monday while shopping at an upscale mall in Indianapolis. Betzold, who said the sluggish economy prompted her and her husband to be more frugal this year, noted that she saved about $25 on a Kindle Fire she found at Best Buy.

Spending by consumers accounts for 70 percent of overall economic activity, so the eight-week period encompassed by the SpendingPulse data is seen as a critical time not just for retailers but for manufacturers, wholesalers and companies at every other point along the supply chain.

The SpendingPulse data include sales by retailers in key holiday spending categories such as electronics, clothing, jewelry, luxury goods, furniture and other home goods between Oct. 28 and Dec. 24. They include sales across all payment methods, including cards, cash and checks.

It's the first major snapshot of retail sales during the holiday season through Christmas Eve. A clearer picture will emerge next week as retailers like Macy's and Target report revenue from stores open for at least a year. That sales measure is widely watched in the retail industry because it excludes revenue from stores that recently opened or closed, which can be volatile.

Despite the weak numbers out Tuesday, retailers still have some time to make up lost ground. The final week of December accounts for about 15 percent of the month's sales, said Michael McNamara, vice president for research and analysis at MasterCard Advisors SpendingPulse. As stores offer steeper discounts to clear some of their unsold inventory, they may be able to soften some of the grim results reflected in Tuesday's data.

Still, this season's weak sales could have repercussions for 2013, he said. Retailers will make fewer orders to restock their shelves, and discounts will hurt their profitability. Wholesalers, in turn, will buy fewer goods, and orders to factories for consumer goods will likely drop in the coming months.

In the run-up to Christmas, analysts blamed the weather and worries about the "fiscal cliff" for putting a damper on shopping. Superstorm Sandy battered the Northeast and mid-Atlantic states in late October. Many in the New York region were left without power, and people farther inland were buried under feet of snow. According to McNamara, the Northeast and mid-Atlantic account for 24 percent of U.S. retail sales.

Buying picked up in the second half of November as retailers offered more discounts and shoppers waylaid by the storm finally made it into malls, he said.

But as the weather calmed, the threat of the "fiscal cliff" picked up. In December, lawmakers remained unable to reach a deal that would prevent tax increases and government spending cuts set to take effect at the beginning of 2013. If the cuts and tax hikes kick in and stay in place for months, many economists expect the nation could fall back into recession.

The news media discussed this possibility more intensely as December wore on, making Americans increasingly aware of the economic troubles they might face if Washington is unable to resolve the impasse. Sales never fully recovered, Cohen said.

The results were weakest in areas affected by Sandy and a more recent winter storm in the Midwest. Sales declined by 3.9 percent in the mid-Atlantic and 1.4 percent in the Northeast compared with last year. They rose 0.9 percent in the north central part of the country.

The West and South posted gains of between 2 percent and 3 percent, still weaker than the 3 percent to 4 percent increases expected by many retail analysts.

Online sales, typically a bright spot, grew only 8.4 percent from Oct. 28 through Saturday, according to SpendingPulse. That's a dramatic slowdown from the online sales growth of 15 to 17 percent seen in the prior 18-month period, according to the data service.

Online sales did enjoy a modest boost after the recent snowstorm that hit the Midwest, McNamara said. Online sales make up about 10 percent of total holiday business.

Egypt approves constitution drafted by Mursi allies

CAIRO (Reuters) - Egyptian voters overwhelmingly approved a constitution drafted by President Mohamed Mursi's allies, results announced on Tuesday showed, proving that liberals, leftists and Christians have been powerless to halt the march of Islamists in power.

Final elections commission figures showed the constitution adopted with 63.8 percent of the vote in the referendum held over two days this month, giving Mursi's Islamists their third straight electoral victory since veteran autocrat Hosni Mubarak was toppled in a 2011 revolution.

Opposition groups had taken to the streets to block what they see as a move to ram through a charter that mixes politics and religion dangerously and ignores the rights of minorities.

Mursi says the text - Egypt's first constitution since Mubarak's fall - offers enough protection for minorities, and adopting it quickly is necessary to end two years of turmoil and political uncertainty that has wrecked the economy.

"I hope all national powers will now start working together now to build a new Egypt," Murad Ali, a senior official in the Muslim Brotherhood's Freedom and Justice Party, told Reuters.

"I see this as the best constitution in Egypt's history."

In a sign that weeks of unrest have taken a further toll on the economy, the government ordered new restrictions on foreign currency apparently designed to prevent capital flight. Leaving or entering with more than $10,000 cash is now banned.

Two years since waves of unrest broke out across the Middle East and North Africa - sweeping away long-entrenched rulers in Tunisia, Libya and Yemen as well as Egypt - well-organized Islamist parties have emerged as the main beneficiaries.

Urban secularists and liberals who were behind the revolts complain that their success has been hijacked.

"We need a better constitution," said Khaled Dawood, an opposition spokesman. "It does not represent all Egyptians."

Mursi's opponents say the new constitution could allow clerics to intervene in lawmaking, while offering scant protections to minorities and women. Mursi dismisses those criticisms, and many Egyptians are fed up with street protest movements that have prevented a return to normality.

Immediately after the announcement, a small group of protesters set tires on fire and blocked traffic near the central Tahrir square, the cradle of Egypt's uprising, but there were no immediate signs of violence or major demonstrations.

Washington, which provides billions of dollars a year in military and other support for Egypt and regards it as a pillar of security in the Middle East, called on Egyptian politicians to bridge divisions and on all sides to reject violence.

"President Mursi, as the democratically elected leader of Egypt, has a special responsibility to move forward in a way that recognizes the urgent need to bridge divisions," State Department spokesman Patrick Ventrell said. He noted that many Egyptians had voiced "significant concerns" over the constitutional process.

The government says its opponents are worsening the economic crisis by prolonging political upheaval. It has pledged to impose unpopular tax increases and spending cuts to win a loan package from the International Monetary Fund.

The ban on travelling with more than $10,000 in cash followed a pledge by the central bank to take unspecified measures to protect Egyptian banks. Some Egyptians have begun withdrawing their savings in fear of more restrictions.

"I am not going to put any more money in the bank and neither will many of the people I know," said Ayman Osama, father of two young children.

He said he had taken out the equivalent of about $16,000 from his account this week and planned to withdraw more, adding that he had also told his wife to buy more gold jewellery.

The "yes" vote paves the way for a parliamentary election in about two months, setting the stage for another battle between surging Islamists and their fractious opponents.

The final result, announced by the election commission, matched - to the last decimal place - an earlier unofficial tally announced by Mursi's Muslim Brotherhood.

But the opposition said it was disappointed - it had appealed for the result to be amended to reflect what it described as major vote violations during the two-round vote.

Officials said there were no violations serious enough to change the result significantly. "We have seriously investigated all the complaints," said judge Samir Abu el-Matti of the Supreme Election Committee. The final turnout was 32.9 percent.

SENSE OF CRISIS

The referendum has sharpened painful divisions in the Arab world's most populous nation and a growing atmosphere of crisis has gripped Egypt's polarized society.

Anxiety about the economy deepened this week when Standard and Poor's cut Egypt's long-term credit rating. Prime Minister Hisham Kandil told the nation of 83 million on Tuesday the government was committed to fixing the economy.

"The main goals that the government is working towards now is plugging the budget deficit, and working on increasing growth to boost employment rates, curb inflation, and increase the competitiveness of Egyptian exports," he said.

The referendum follows Islamist victories in parliamentary and presidential elections, representing a decisive shift in a country at the heart of the Arab world where Mursi's Muslim Brotherhood was suppressed for generations by military rulers.

However, secularist and liberal opposition members hope they can organize better in time for the next parliamentary vote.

Hossam El-Din Ali, a 35-year-old newspaper vendor in central Cairo, said he agreed the new constitution would help bring some political stability but like many others he feared the possible economic austerity measures lying ahead.

"People don't want higher prices. People are upset about this," he said. "There is recession, things are not moving. But I am wishing for the best, God willing."

I installed some speed reading apps and tested them. I?ve so far notices a few ?categories? or groups of equals:

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

The third trap for the second heat of the Grade OR Corrs Christmas 480 metres, Stepaside Bigjak, is impressive in the recent outings and that too at two different levels. The 480 metres flat challenge will be staged at Sheffield on Monday, 24th December. Maintaining the leading form and staying determined even after getting crowded when racing in the third position had him reaching the wire in 29.73 seconds.

He set the favourite entry, Graigues Orchard, into the second slot while leading by 1 ? lengths.

Two out of three of Si Senor?s son?s outings were at Grade A1 level while the one in between was an open contest.

The black and white dog won the Sheffield Stadium British Bred 480 on 27th November, 2012 at Sheffield over 480 metres.

Speeding out of the fourth trap, the four-year-old did not forget to distance himself from the rest racing and was on the other end in 28.48 seconds due to the lead which he strictly refused to compromise on.

He defeated Come Fly With Me by 4 ? lengths.

The black and white hound out of Stepaside Dazzel, was entered as the favourite in the Grade A1 The Night Continues At Napoleons Casino on 4th December, 2012 at Sheffield over 500 metres.

Setting into a high gear early on and leading from the first mark had him nailing the race in 30.12 seconds.

Coming on terms with the second position was, Demesne Sparkles.

He will need to look out for the second trap of the race, Russelena Barbie, who has won at an open event recently and has also bagged an inter track challenge.

(AP) ? Thousands of Christians from the world over packed Manger Square in Bethlehem Monday to celebrate the birth of Jesus in the ancient West Bank town where he was born.

For their Palestinian hosts, this holiday season was an especially joyous one, with the hardships of the Israeli occupation that so often clouded previous Christmas Eve celebrations eased by the United Nations' recent recognition of an independent state of Palestine.

Festivities led up to the Midnight Mass at St. Catherine's Church, next to the fourth-century Church of the Nativity, built over the grotto where tradition says Jesus was born.

"From this holy place, I invite politicians and men of good will to work with determination for peace and reconciliation that encompasses Palestine and Israel in the midst of all the suffering in the Middle East," said the top Roman Catholic cleric in the Holy Land, Latin Patriarch Fouad Twal in his annual address. "Please continue to fight for a just cause to achieve peace and security for the people of the Holy Land."

In his pre-Christmas homily, Twal said the road to actual freedom was still long, but this year's festivities were doubly joyful, celebrating "the birth of Christ our Lord and the birth of the state of Palestine."

"The path (to statehood) remains long, and will require a united effort," added Twal, a Palestinian citizen of Jordan, at the patriarchate's headquarters in Jerusalem's Old City.

Then he set off in a procession for the West Bank city of Bethlehem, Jesus' traditional birthplace. There, he was reminded that life on the ground for Palestinians has not changed since the U.N. recognized their state last month in the Israeli-occupied West Bank and east Jerusalem and the Hamas-ruled Gaza Strip.

Twal had to enter the biblical town through a massive metal gate in the barrier of towering concrete slabs Israel built between Jerusalem and Bethlehem during a wave of Palestinian suicide bombings in the last decade. The Israeli military, which controls the crossing, said it significantly eased restrictions for the Christmas season.

Israel, backed by the United States, opposed the statehood bid, saying it was a Palestinian ploy to bypass negotiations. Talks stalled four years ago.

Hundreds of people greeted Twal in Manger Square, outside the Church of Nativity. The mood was festive under sunny skies, with children dressed in holiday finery or in Santa costumes, and marching bands playing in the streets.

After nightfall, a packed Manger Square, resplendent with strings of lights, decorations and a 17-meter (55-foot) Christmas tree, took on a festival atmosphere, as pilgrims mixed with locals.

A choral group from the Baptist Church in Jerusalem performed carols on one side of the square, handing out sheets of lyrics and encouraging others to sing along with songs such as "We Wish You A Merry Christmas."

Vendors sold balloons, cotton candy and corn on the cob, bands played Christmas songs and tourists packed cafes that are quiet most of the rest of the year. Pilgrims from around the world wandered the streets, singing Christmas carols and visiting churches.

Devout Christians said it was a moving experience to be so close to the origins of their faith.

"It's a special feeling to be here, it's an encounter with my soul and God," said Joanne Kurczewska, a professor at Warsaw University in Poland, who was visiting Bethlehem for a second time at Christmas.

Pastor Al Mucciarone, 61, from Short Hills, New Jersey, agreed.

"We come here to celebrate Jesus. This is a very important town. Great things come from small events. The son of God was born in this small village. We hope all will follow Jesus," he said.

Audra Kasparian, 45, from Salt Lake City, Utah, called her visit to Bethlehem "a life event to cherish forever. It is one of those events that is great to be a part of."

Palestinian President Mahmoud Abbas also visited Bethlehem and said "peace will prevail from the birthplace of Jesus, and we wish everyone peace and happiness," according to the official Palestinian Wafa news agency.

Israeli Prime Minister Benjamin Netanyahu issued a special Christmas greeting too, wishing Christians "a year of security, prosperity and peace."

Christmas is the high point of the year in Bethlehem, which, like the rest of the West Bank, is struggling to recover from the economic hard times that followed the violent Palestinian uprising against Israel that broke out in late 2000.

Tourists and pilgrims who were scared away by the fighting have been returning in larger numbers. Last year's Christmas Eve celebration produced the highest turnout in more than a decade, with some 100,000 visitors, including foreign workers and Arab Christians from Israel.

The Israeli Tourism Ministry predicted a 25 percent drop from that level this year, following last month's clash between Israel and Palestinian militants in Gaza, which put a chill on tourist arrivals. Foreign tourists heading to Bethlehem must pass through Israel or the Israel-controlled border crossing into the West Bank from Jordan.

Outside the town's quaint Manger Square, Bethlehem is a drab, sprawling town with a dwindling Christian base - a far cry from the pastoral village of biblical times.

About 22,000 Palestinians live in Bethlehem, according to the town council, but combined with several surrounding communities has a population of some 50,000 people.

Overall, there are only about 50,000 Christians in the West Bank, less than 3 percent of the population, the result of a lower birthrate and increased emigration. Bethlehem's Christians make up only a third of its residents, down from 75 percent a few decades ago.

Elias Joha, a 44-year-old Christian who runs a souvenir store, said even with the U.N. recognition, this year's celebrations were sad for him. He said most of his family has left, and that if he had the opportunity, he would do the same.

"These celebrations are not even for Christians because there are no Christians. It is going from bad to worse from all sides ... we are not enjoying Christmas as before."

Located on the southeastern outskirts of Jerusalem, Bethlehem has the highest unemployment in the West Bank, but the tourist boom of Christmas offered a brief reprieve. Officials say all 34 hotels in the town are fully booked for the Christmas season, including 13 new ones built this year.

Israel turned Bethlehem over to Palestinian civil control a few days before Christmas in 1995, and since then, residents have been celebrating the holiday regardless of their religion. Many Muslims took part in celebration Monday as well.

Christians across the region marked the holiday.

In Iraq, Christians gathered for services with tight security, including at Baghdad's Our Lady of Salvation church, the scene of a brutal October 2010 attack that killed more than 50 worshippers and wounded scores more.

Earlier this month, Cardinal Leonardo Sandri, who is responsible for the Vatican's outreach to the Middle East's Catholic communities, traveled to Iraq and presided over a Mass to rededicate the church following renovations. In his homily, he remembered those who were killed and expressed hope that "the tears shed in this sacred place become the good seed of communion and witness and bear much fruit," according to an account by Vatican Radio.

The exact number of Christians remaining in Iraq is not known, but it has fallen sharply from as many as 1.4 million before the U.S.-led invasion nearly a decade ago to about 400,000 to 600,000, according community leaders cited by the U.S. State Department.

In the Vatican, Pope Benedict XVI lit a Christmas peace candle set on the windowsill of his private studio.

Pilgrims, tourists and Romans gathered below in St. Peter's Square for the inauguration Monday evening of a Nativity scene and cheered when the flame was lit.

Later, the pope led Christmas Eve Mass in St. Peter's Basilica, prayed that Israelis and Palestinians live in peace and freedom, and asked the faithful to pray for strife-torn Syria as well as Lebanon and Iraq.

The ceremony began at 10 p.m. local time Monday with the blare of trumpets, meant to symbolize Christian joy over the news of Christ's birth in Bethlehem. The basilica's main bell tolled outside, and the sweet voices of the Vatican's boys' choir wafted across the packed venue.

Christmas Eve Mass at the Vatican traditionally began at midnight, but the start time was moved up years ago so as to give the 85-year-old pontiff more time to rest before his Christmas Day speech. That address is to be delivered at midday Tuesday from the basilica's central balcony.
