NICOSIA, Cyprus (AP) ? Lawmakers in Cyprus decisively rejected a plan on Tuesday to seize up to 10 percent of people's bank deposits in order to secure an international bailout and prevent a collapse of the country's banks.

The vote leaves the tiny Mediterranean economy in financial limbo, but hundreds of protesters outside Parliament cheered and sang the national anthem when they heard the bill failed.

Cyprus needs 15.8 billion euros ($20.4 billion) to bail out its heavily indebted banks and shore up government finances. If it doesn't get the money, the banks could fail, Cyprus' government finances could be ruined for years and the country could face expulsion from the 17-country euro currency union. Eurozone countries and the International Monetary Fund have pledged to provide 10 billion euros ($12.9 billion) in rescue loans if Cyprus can come up with the remainder.

With the country's banks closed since Saturday to avoid a run, Cypriot leaders will now try to hatch a more politically palatable plan that might also satisfy officials in the eurozone and IMF.

The plan that was rejected Tuesday ? with 36 votes against, 19 abstentions and one absence ? had been amended to shield the smallest depositors, those with under 20,000 euros ($25,858) in the bank. But deposits up to 100,000 euros ($129,290) are supposed to be insured by all euro countries. There has been widespread condemnation of the plan throughout Europe since it was announced over the weekend.

Global financial markets were on edge Tuesday, but investors so far have taken the latest turmoil in Europe in stride. The Cypriot economy is tiny and there is hope that Europe's political leaders can find a way to bolster the country's finances and prevent it from leaving the euro. After the Cypriot vote came in, the Dow Jones industrial average ended the day 3 points higher at 14,455. Earlier in the day, European markets closed slightly lower while the euro edged down 0.4 percent against the dollar.

"This is not the end of the process, but instead kicks off a further round of negotiation," said Alex White of JPMorgan. "The Cypriot authorities wanted to conduct the vote so that they could reaffirm the extent of their difficulties to the Europeans."

Part of the reason for the market calm is that the European Central Bank has promised to do whatever it takes to protect the euro. It has a plan in place to buy the government debt of any countries that fall into financial trouble, provided they ask for help. That has helped keep bond market borrowing rates manageable for Italy and Spain, for example.

The ECB said after the Cyprus vote that it would continue providing liquidity to Cypriot banks to prevent their immediate collapse. Some had feared that if Cyprus rejected the bailout, the ECB might stop providing support, letting the banks fail.

Of the 15.8 billion euros ($20.4 billion) that Cyprus needs, roughly 8.3 billion euros ($10.73 billion) is for its two top lenders ? Bank of Cyprus and Laiki Bank, which is effectively controlled by the government already. About 7.5 billion euros ($9.7 billion) would be used to finance the country's deficits over the next 4 years and to cover a 1.5 billion euro ($1.94 billion) debt payment that comes due in June.

Cypriot political leaders will meet with President Nicos Anastasiades on Wednesday to discuss the next steps.

Nicholas Papadopoulos, the chairman of the parliamentary finance committee, said Cyprus wants a renegotiation of its bailout deal but was against the idea of seizing savings. "It has not been (implemented) in any other country in Europe and we don't wish to be the experiment of Europe."

He said a new agreement could be concluded "in the next few days." In the meantime, the banks will remain shut for as long as needed. ATMs have been dispensing cash and debit and credit cards were working normally. The amount of the proposed tax had been blocked in people's accounts, but with the bill rejected, it was unclear whether that would continue. Electronic transfers continued to be blocked.

Germany, one of the eurozone's heavyweights, made clear its frustration at the Cypriot vote. The finance minister, Wolfgang Schaeuble, noted that Cyprus' banks were surviving only because of ECB help and that if there is no bailout deal, the ECB will have to end that support.

"Someone needs to explain this to the Cypriots," Schaeuble told German public television ZDF.

Some help could come from Russia, a longtime ally of Cyprus. But those talks have been strained by the announcement of the deposit seizures, since Russians hold up to a third of the 68 billion euros ($87.92 billion) in deposits in Cyprus.

Cyprus could seek to extend repayment of a 2.5 billion euros ($3.23 billion) loan Russia granted Cyprus in late 2011, when the country could no longer borrow from international markets.

The Cypriot finance minister is in Moscow to discuss financial aid while Anastasiades, the president, spoke with President Vladimir Putin after the vote.

For Cypriots who risked losing a chunk of their life savings in the bailout deal, the parliamentary vote was a moment to rejoice ? and think ahead.

"We shouldn't lose our cool," said Panayiotis Violettis, a 56-year-old retired government worker. "When banks open, if we pull all our money out, it would be like we would be punishing ourselves."

Insurance salesman Lambros Kannaouros, who has almost 50,000 euros ($64,645) in the bank, said his options were limited: "I'm not going to do anything. What I'm I going to do? Where will I take it? Where will I put it?"

Although Cyprus is the smallest eurozone country to be bailed out, its rescue plan had sent shockwaves through the single currency area as it was the first time savers' banks accounts have been directly targeted. Other bailed out countries such as Greece, Ireland and Portugal have raised funds by imposing new taxes.

Proponents of the deposit seizure argued it would have made foreigners who have taken advantage of Cyprus's low-tax regime share the cost of the bailout.

Andreas Charalambous, a senior official at the finance ministry, said Cypriot authorities believe depositors should be protected, but that a wholesale exemption for those below 100,000 euros ($129,290) would mean a "disproportionate" burden on large savers, and a "very detrimental" knock-on effect on economic growth.

Under the original bailout plan sketched out in Brussels early Saturday, Cyprus agreed to raise 5.8 billion euros ($7.5 billion) by taxing bank accounts. In exchange, it would receive the 10 billion euros ($12.9 billion) in rescue loans from other eurozone countries and the IMF. Depositors with less than 100,000 euros ($129,290) would pay 6.75 percent; deposits above that threshold would be taxed 9.9 percent.

But the change made Tuesday to protect small depositors was not enough for lawmakers.

"It was not possible for the Cypriot parliament and its people to accept such an unfair, disagreeable and one-sided proposal," Education Minister Kyriakos Kenevezos said on Greek state NET television. "Now we are faced with very difficult developments ... No one must panic because panic never helps solve any problem."

There are fairy tales of hens laying golden eggs. But few if any about a hen laying three eggs. Three eggs in one that is.

A hen in a small village in China's Guizhou Province has apparently lain a remarkable egg.

According to New Tang Dynasty Television, the egg weighed almost half a pound. Inside were two yolks, plus another fully formed egg, making for a three-yolker.

?I?m more than 80 now, but I?ve never seen eggs like this before,? Ms. Yang, the hen's owner, told NTD.

This is not the first time this particular hen has reportedly lain a giant egg. Yang says she's dropped?five oversized ova in the past three weeks, and she speculated that the eggs have something to do with the hen's diet of rice, which the hen prefers to corn. ?

Is this the biggest egg ever measured? Oddly enough, the Guinness Book of World Records created their?Worlds Largest Chicken Egg category only recently, in 2011. That was in response to a hen in Yell County, Ark., laying an egg that, according to CNN,?weighed 5.4 ounces and measured 3 1/2 inches long.?

This record was reportedly topped a year later by?Franciscana, a hen in Colombia who reportedly laid an egg weighing 8.6 ounces, which would have made it even bigger than the Chinese hen's egg.?

For what it's worth, the record for the smallest egg ever laid goes to a hen in West Virginia?in 2011. Her egg weighed just over a tenth of an ounce, and was about the size of a penny.?

But what about the egg inside the egg? How rare is that?

Like almost everything on the Internet, this video might, of course, be a hoax. But eggs-within-eggs are not unheard of in nature.?This 2008 video from the New Scientist magazine explains how Matryoshka eggs are formed.?Basically, abnormal contractions in the oviduct push the egg back up the hen's oviduct and into the ovary, where it becomes surrounded by another egg.

An egg curator at the British Natural History Museum?describes this?as "a relatively rare occurrence." But if you do ever see an egg inside another egg, at least you now know which came first.

President Obama's Israel visit highlights common goals and a rare friendship

President Obama will be welcomed in Israel today by a spirit of friendship built on?shared values, opposition to a pursuit of nuclear weapons by Iran, and commitment to a peaceful solution with the Palestinians. Such cooperation is not common in the Middle East.

On Israel's Independence Day some homes in Jerusalem, Tel Aviv, and other Israeli cities and towns sport two flags waving in the breeze. One, of course, is that of the State of Israel. It has also become a custom for some Israelis to fly the flag of the United States beside that of Israel on this important holiday. Today, it is not unusual for Israelis to adorn their cars with these two symbols as well.

These examples, along with many others I could offer, demonstrate the deep affection that Israelis have for the US. This is not just a matter of geopolitical interest, but a relationship based on common cultures, values, and worldviews between two countries built on core principles of freedom, democracy, and respect for human rights. These common ideals are felt and embraced by the people of Israel every day.

It is this spirit of warmth that President Obama will experience during his visit to the State of Israel. While some might point to past differences of opinion between US and Israeli administrations, such differences cannot overshadow the long history of cooperation and mutual admiration between Israel and the United States.

Such friendship is not a common thing in an area like the Middle East. In other countries one does not have to look very hard to see blatant expressions of hatred toward the US, reflected in the burning of American flags and in fiery anti-US rhetoric. Such hostile sentiment pours forth on a daily basis from the surrounding Arab countries where rulers are actively opposed to the efforts of their citizens to develop open civil societies and embrace democracy.

There are many challenges facing Israel today, perhaps chief among them the general instability in surrounding countries, as well as the threat posed by terror groups operating to the north of Israel in Lebanon and to the south and west of Israel in the Gaza Strip. Such organizations continue to stockpile rockets and other weapons to be used against Israeli civilians at some point in the future, likely at the request of their Iranian masters.

And then there is the existential threat Israel has had to face since the day the nation was born some 65 years ago, manifest in the expressed desire of enemies in the region who have vowed to wipe the country off the face of the earth, a threat that arguably no other nation in the world has been forced to endure for so many years.

In his conversations with Israeli leaders, Obama will likely discuss one of the most urgent matters impacting the safety of the world today: Iran and its pursuit of nuclear weapons capability. The Iranian regime is, in fact, arguably close to achieving this, something that is a source of deep and urgent concern for leaders in America, Israel, and Europe.

World bodies such as the International Atomic Energy Agency and the United Nations Security Council have also recognized this threat, and moved to place sanctions against Tehran for their reckless pursuit. There is almost no difference of agreement between Israeli, American, and European leaders on when Iran could come to possess such weapons capability.

The world should stand today against this very real danger, which poses a threat not only to the peace and stability of Israel and the Middle East, but to the entire community of nations.

At home, Israel continues to desire peace with its neighbors and to find a solution with the Palestinians that will allow for the existence of two separate nation states, living side by side in peace and security. In the same vein, we look forward to a day when we can live in harmony with the countries around us. Until that day arrives, however, we must continue to be vigilant, safeguarding the security and well-being of our citizens.

It is in this spirit ?? one of friendship and shared values, of a common commitment to oppose an Iranian pursuit of nuclear weapons, and of hope for a lasting, peaceful solution to the conflict between Israel and her neighbors ? that President Obama will be welcomed in Israel today.

Nuclear sites ordered to upgrade vents

U.S. nuclear power plants must upgrade ventilation systems at 31 reactors with designs similar to those that melted down two years ago in Japan, under a Nuclear Regulatory Commission order that stops short of requiring filtered vents, as some safety advocates and NRC's staff had urged.

The filters are required in Japan and much of Europe, but U.S. utilities say they are unnecessary and expensive.

The order issued Tuesday requires U.S. operators to upgrade vents to ensure they remain operable even during severe accidents, such as the March 2011 earthquake and tsunami that crippled Japan's Fukushima Dai-ichi nuclear plant. The tsunami sent three of the plant's reactors into meltdown in the world's worst nuclear crisis in a quarter-century.

The commission said the order will improve safety and help prevent radioactive particles from escaping into the atmosphere after a Japan-style meltdown.

The commission also directed its staff to study a rule requiring filters at two dozen nuclear sites with 31 boiling water reactors similar to the ones in Japan that melted down. The commission also will consider a performance-based approach that would use existing systems to achieve similar results to limit release of radioactive materials. The rule would not be finalized until 2017.

NRC Chairman Allison Macfarlane said the commission reached its decision after months of review, as the five-member panel considered a host of post-Fukushima safety reforms. The NRC issued several orders last year on the first anniversary of the disaster, including a requirement that plants install or improve venting systems to limit core damage in a serious accident.

"I compliment my colleagues and the staff for their sustained efforts on this issue and for taking a hard look at a complex matter," Macfarlane said in a statement. Macfarlane took over the agency last summer after its former chairman, Gregory Jaczko, resigned amid complaints about an unyielding management style that fellow commissioners and agency employees described as bullying.

Macfarlane, a geologist, has pledged a strong commitment to collegiality since taking over the agency last July.

Commission records show she and commissioner George Apostolakis, both Democrats, supported the filter requirement but were outvoted by the three other commissioners.

Edwin Lyman, a nuclear expert at the Union of Concerned Scientists, a watchdog group, called the commission's decision disappointing.

"We think the (NRC) staff made a sound case" for the filter requirement, Lyman said. "We don't think we need more study."

Lyman and other critics blamed the decision on intense lobbying against the rule by the nuclear industry.

"The level of industry opposition really was a force that derailed the commission's decision-making," Lyman said.

Anthony Pietrangelo, senior vice president of the Nuclear Energy Institute, the industry's largest lobbying group, hailed the NRC vote.

"With this direction to the NRC staff, the commission is addressing the central issue: What is the most effective way to filter containment vents to reduce radiation releases in extreme situations where a reactor may be damaged?" Pietrangelo said.

The nuclear group has said that filters ? which cost anywhere from $16 million to $40 million per reactor ? may work in some situations, but not all.

Rep. Edward Markey, D-Mass., a frequent critic of the nuclear industry and the NRC, blasted the decision, which he called irresponsible.

"The NRC has abdicated its responsibility to ensure public health and safety in New England and across the country," said Markey, who is running for Senate in a special election to fill the seat vacated by Secretary of State John Kerry.

Instead of following the safety recommendations of its top experts, the NRC "chose to grant the nuclear power industry's requests for more studies and more delays," Markey said. Even after the study is completed there is no guarantee the NRC will require filters at U.S. reactors, Markey said.
