Inventor David Forbes, who runs a company called Cathode Corner, was inspired to build the garment while queuing for tickets to the Burning Man festival earlier this year. "I had seen how effective an LED coat could be the year before, with a fellow wearing a metal suit covered with blinking LEDs," he says. "Why not build a coat covered in a video screen? No one had done that before."

Building a colour TV from scratch isn't an easy task but Forbes' experience working on radio telescopes at the University of Arizona was useful. "I use programmable gate arrays in my day job," he says.

He fashioned the coat from flexible boards lined with colour LEDs. Video can be fed into a controller circuit by hooking up a video iPod or other video source, so that the signal gets digitised and split into its red, green and blue components. They're distributed through cables to four quadrant controllers that store the data and can be used to manipulate the LED display.

This weekend, Forbes will showing off the garment at the Maker Faire in Detroit. "I plan to connect a video camera to it so people can see themselves on me," he says. Although some have proposed turning the coat into a cloaking device, it would be tricky to create since the screen would have to account for different points of view to display what's behind the wearer. The system may however be of interest to advertisers looking for high-tech sandwich boards.

Libya rebels probe general's death, Tripoli blames Qaeda (AFP)

BENGHAZI, Libya (AFP) ? Libyan rebels in Benghazi said they were investigating the assassination of rebel army chief General Abdel Fatah Yunis while the regime of Moamer Kadhafi pinned the blame on Al-Qaeda.

"The NTC has appointed an investigative committee and we will publish all the facts of this investigation," said Ali Tarhuni, who handles economic affairs for the rebel National Transitional Council.

Yunis was the faithful right-hand man of Kadhafi, participating in the 1969 coup that brought him to power, before defecting to rebels who have been fighting to oust the strongman since February.

Tarhuni said the general's bullet-riddled and partly burned body was found early Friday on the outskirts of Benghazi but that the NTC had received news of the crime late Thursday when the head of a militia behind the crime confessed.

"The head of the militia is imprisoned now," he said, adding that some of the perpetrators, who he said belonged to Jirah Ibn al-Obeidi brigade, were yet to be incarcerated, while the motives for the crime remained unclear.

"We don't know who they work for," he said.

Tripoli meanwhile developed its theory.

"By this act, Al-Qaeda wanted to mark out its presence and its influence in this region" of eastern Libya controlled by the rebels fighting to overthrow Kadhafi, regime spokesman Moussa Ibrahim told reporters.

"The other members of the National Transitional Council knew about it but could not react because they are terrified of Al-Qaeda," he added.

A dozen explosions meanwhile shook the Libyan capital Tripoli late Friday and early Saturday -- the latest of many blasts in a city which has been targeted almost daily by NATO air raids.

An announcer on Al-Jamahiriya television said the Libyan TV headquarters had been hit by a raid. He gave no further details.

Yunis's death on Thursday, and that of two officers with him, left rebels facing a leadership crisis and a whirlpool of rumours on the same day they made fresh gains in the western Nafusa mountain range.

The United States urged the rebels to stand united and stay focused on ousting Kadhafi and blamed him for creating the conditions that led to the murder.

State Department spokesman Mark Toner said rebels should "work both diligently and transparently to ensure the unity of the Libyan opposition."

"Such tragedies speak to the situation that's been created by Kadhafi and his regime. It underscores why he needs to leave power and do so immediately."

Portugal meanwhile became the latest country to recognise the NTC.

In London, Britain's minister for the Middle East and North Africa, Alistair Burt, condemned the assassination and extended his condolences to NTC Chairman Mustafa Abdel Jalil.

"We agreed that it is important that those responsible are held to account through proper judicial processes," he said.

The mysterious assassination of Yunis, Libya's former interior minister, sparked speculation that he was killed for treason by one of the two warring camps.

A senior opposition figure in Benghazi accused Kadhafi of playing a role in the killing in an attempt to get rebels to back off from strategic oil town Brega.

"All these are signs Kadhafi was behind it," the official told AFP.

Yunis was killed as he returned from the front line, which lies near Brega.

"Whoever took part in this crime will be brought to justice no matter who they are," Tarhuni said.

The scenario that the unity of rebels in the east -- where there are more than 30 brigades -- may be cracking could be awkward for the many Western powers who have recognised the NTC as the sole legitimate authority in Libya.

"The NTC hasn't been able to make any clear, credible statements about Yunis because they don't really know what's going on," said Lynette Nusbacher, senior lecturer in war studies at Britain's Royal Military Academy Sandhurst.

Some rebels viewed Yunis with mistrust -- a potential Tripoli informer rather than a true regime defector.

"Nobody wanted him alive except maybe his mother," Nusbacher said.

Libyan rebels meanwhile said a loan from Turkey had arrived and that they hoped to reach out with food and monetary aid to fighters and their families in the west of the country during Ramadan.

The Career Path of HR: Five Years Future Forward : HRVoice.org

HR is in a unique position in a business world that is both changed and changing. As fundaments of economy, demography, technology and motivation continue to shift, HR will also undergo big transitions, most likely by mixing with other disciplines in the business world.

The concept of disciplinary fusion allows us to put any two business departments or academic disciplines together and ask the question, ?What could be produced by combining that knowledge, and how could the organization benefit??

From what I?ve done in my career*, to what HR students are learning today, and what other young professionals are already doing in their careers, I am convinced the set of changes in HR over the next five years will be derived from what was learned up until today.? After all, consider that five years from now has already happened for those at the head of the learning curve.

Success in HR: 2011 to 2016

This article isn?t meant to suggest that the only success HR will realize will be through the fusion of its practices with other business disciplines. I do believe, however, that with so much change behind us, and so much more in front of us, that pooling expertise can only help HR do a better job for organizations.

It was William Gibson who said: ?The future is already here. It is just unequally distributed.?

As those who keep current with the pages of PeopleTalk already know, this holds especially true for HR. What will change most about HR in the coming five years is our mindset. Empowered by technology, accredited by the CHRP designation and increasingly regarded as a core driver of business, the HR opportunity is only delimited by the scope of our knowledge partnering.

How might organizations benefit most from this fusion of human resources with other core functions?

HR Business Intelligence & Visual Analytics

With no small thanks to BC HRMA?s Knowledge and Research function, HR Metrics has been on the tip of the business world?s tongue for several years now. Moreover, Accenture research has shown an increase in hours and jobs created in metrics, even within smaller HR departments.

This is just one aspect of our technological evolution. While it has given us new tools of knowledge, it has also changed the toolkits of those in HR, as well as the skill sets of those entering the profession.? The collection of data, the use of reporting software, and the proficiency level of creating and leveraging strategic intelligence will likely increase as more HR business professionals with skills in spreadsheets, statistics, and reporting software enter the labour market. This is likely to provide a further spur to competitive economies as organizations become better enabled to mathematically optimize their core assets.

The next evolution of HR via technology, though, will occur in the field of visual analytics; the tools of learning and presentation can only be anticipated to evolve. What this brings to HR are key tools of instant information and dynamic presentation. The concept of the business ?dashboard? is evolving. What we can expect to see more of are active dashboards, those displaying key HR business metrics within live, visual or graphically enabled formats. The best ?at-a-glance? dashboards will contain the highest level of relevant information possible to empower strategy formulation and decision-making.

Contract Management: Outsourcing, Contractors, Alliances, and Consultants

Some organizations already make use of outsourcing entire aspects of their value chains and business processes to other companies on the criteria of ?better, cheaper, faster, and greener.? Others bring on consultants and forge strategic alliances to optimize their value and supply chains. Some, such as Toyotatown in Japan, create symbiotic business communities that share utilities, infrastructure and fixed costs.

Managing this wide variety of functions often does not fall on HR, but it is most likely to benefit HR?s consideration.When it comes time for HR to assist in optimizing the labour budget for permanent employees, temporary employees, students, and overtime, contracts and consultants will also be included as part of the mix. Fusing with procurement, legal, real estate, and financial departments could mean that jobs be created in HR departments for contract managers, liaisons, lawyers, buyers, agents, and accountants in order to best handle new ways of completing more work.

Social Media/Search Engine Recruitment Marketing and Employer Branding

We have faced shortages of workers and skills in Canada before, but never before has HR been equipped to step to the frontline in the proverbial ?war for talent?. While the metaphor might have lost its luster, the reality is that HR is already re-equipping itself for the frontline. Count on recruiting departments continuing to tap into the same cutting edge marketing practices and technologies that organizations are already using to sell their goods and services.

Controlling recruitment marketing budgets (a prime target in budget cuts) while increasing the number and quality of job applicants may seem like competing demands, but these priorities will further drive the fusion of marketing, HR, and information technology together. As these technologies become increasingly available and affordable, HR will more directly engage the talent pool on both community and global levels.

We have already witnessed the move from big newsprint readership to online readership, and the corresponding shift from employment classified ads to online job boards. More shifts are coming and in some cases,? are already here. The spectacular growth of social media such as LinkedIn, Facebook, MySpace, Twitter, Foursquare and blogging has HR changing tactics. As recruiters, we will continue to change and adapt to leveral online endeavours. To drive maximum web traffic to online job postings, recruiters will leverage skills in search engine optimization, media production, online recruitment marketing, and various forms of social media.
With many organizations exploring the affordability and impact of such technologies in our competitive labour market, online employer branding will no longer be a ?cutting edge? practice. Instead it will become a basic hygiene factor for successful recruitment.

Similarly, just as the Web 2.0 has enabled companies large and small to communicate and connect as never before, we now have access to affordable applications that bring powerful metrics with automated and customized HRIS. Couple this with five years of further optimization in web analytics, recruitment metrics and interface design, and HR will be working with a vastly expanded field of information and influence. Websites, search engines, and social media will be mapped visually and mathematically.

Expect specialists in marketing, web analysis, visual analytics and information technology finding more habitable homes in HR departments.

Work/Life Design

Most new hires over the next five years will hail from Generation X and Y. Despite countless papers and books published on generational differences, including Don Tapscott?s, the reality that HR will have to be manage is that these two generations are either now raising children, or will shortly do so.

In the five years, at the exact same time the Baby Boomers are retiring, repeated studies have expressed the same finding: a ?shortage? of workers may ensue. If this is the case, then it will become a ?buyer?s market? of job seekers making demands of organizations for certain working conditions, and not the other way around. We may see a sharp decline in the traditional ?Monday to Friday, 9-5? mentality as employees discover that the benefits of such flexibility.

If the research on what different generations want from employers holds true (pick any source, from Towers Perrin to the Conference Board of Canada, 1999 ? 2011), Generation X and Y will actively pursue jobs not with best offerings on base salary, bonuses, benefits, and pensions (that may come later, when they?re older). Instead, their early focus will be with jobs that offer flexible hours, telecommuting, virtual work, child care, elder care, transit passes, compressed work weeks, personal days, and more vacation than a province?s legislated minimum requirement. In short, these generations will largely chase what Timothy Ferris (The 4 Hour Work Week, 2009) calls, ?Lifestyle Design,? because they value their personal and family time more than an extra $10,000 in salary.

Recent Princeton research, picked up on by Daniel Pink (and spread on TED.com and Youtube) has now shown that happiness doesn?t go up past $70,000 per year in salary. More people are noticing, and I believe it was in this recent great recession the term ?fun-employment? was born.

Even the status of being an ?employee? will become a greater bone of contention for people, as they seek greater autonomy and flexibility in their lives, and want complete control over the limited number of hours in their busy days.

The other contingency of workers to experience big changes in the next five years will be the people who have already retired. From my time at Fraser Health and BC Hydro, the data indicated that an increasing percentage of employees who retired from full-time positions are returning as part-time and casual workers or consultants to work on projects they had had always wanted to explore. HR will be busy on both ends of the generational spectrum and the benefit of such ?return-workers? is immediate. They work as mentors to their own replacements, and project managers, and they know everything about the job, company, and industry. The ?new retirement? is shaping up to be healthy and financially secure people who want to work part time hours, or full time hours for a few months of the year, and then vacation whenever they want, do what they want when they want, and simply shy away from stress or anxiety. The lesson of ?lifestyle design? seems to apply here as well.

The social sciences, including psychology, sociology, and anthropology examine how people live their lives, and have much to offer the HR profession; count on their impacting the employment landscape with solutions that achieve maximum productivity for organizations while simultaneously giving employees complete control over their time, effort, and well being. The workplace culture essentially shifts from employees being distrustfully held at work for long hours to ensure all the work was done, to employees being at work just long enough to complete the work the company needs, well before deadlines, 100% of the time (or the amount of work and compensation is renegotiated).

Labour Finance

Count on HR getting increasingly comfortable with the language of finance moving forward. Managing? labour costs can mean profit or loss, or success and failure, for any organization. A leading organization in the next five years will be able to avoid the costs of layoffs and severance packages, but also burst out of the gate faster than competitors to seize the labour market when it rebounds. These organizations won?t just do well when the economy booms,? or survive? a recession. They will mimic what winning basketball teams do: take full advantage of the few extra points gained ?in transition? between defense and offense.

As HR department develops further skills within business intelligence and visual analytics, it can make better decisions, and do so collaboratively with other parts of the organization, such as procurement, accounting, contract managers, marketers, researchers, and lifestyle designers. HR will then be able to efficiently and effectively manage not only the size and cost of the ?permanent workforce? of employees, but optimize the total work requiring completion at the company using its ?core? employees, temporary employees, students, contractors, consultants, allies, volunteers, and overtime.

To execute rapid workforce size and composition changes, people with skills in macroeconomics, microeconomics, risk management, and calculus can create extraordinary value for an organization. They are also the same people who then combine these disciplines together to create something called ?managerial economics,? which is the bane of all business students? grade point averages (also Masters of Health Administration, and even Executive MBAs).

However, HR people good at mathematics, economics, and budgeting can safely calculate what it would cost to maintain an ?officer?s corp? of employees who they would never lay off? and always be assured of the total compensation offering (life/work designs, compensation, benefits, pension, transportation, child care, elder care, etc). They can then use calculus to determine the highest revenues and profits possible given the company?s ability to manage a varied labour mix of a certain size, without further investment of very expensive (and potentially risky) fixed assets.

From here, the company would do everything possible to employ as many people as capable, provide overtime, promote skilled and loyal temporary employees to permanent positions, hire high potential temporary employees pursuing educations or designations, like the CHRP, and contract out processes or jobs to partner companies.

HR Strategy and Corporate Storytelling

Labour finance can optimize dollars within a particular ?matter state? of an organization, but clear corporate and HR strategies are needed to transition to higher levels of commercial activity.

Strategy is the plan that takes us from today?s reality to tomorrow?s vision, and dictates not only what we will do to get from Point A to Point B, but also what we won?t do. Limited financial resources, the external environment, corporate culture, and the capabilities of the HR department and the organization?s workforce will tell us what is possible and what isn?t.
21st century organizations can no longer count on just managing the money to succeed. Greater levels of societal awareness are now placing accountability on companies to create better outcomes in sustainability, social charity, education, health, and infrastructure.

In short, your ?strategy? must now become a good story, one that satisfies multiple outcomes simultaneously, but also has good public relations value. Henry Ford?s policy of paying $5 per day to all employees, even if they swept the floors, created a valuable story for his organization, made his employees happy, and encouraged them to buy his cars with their newfound wealth. Corporate storytelling has emerged from the understanding that numbers don?t stir up emotions and move people to action, but stories do.

Five Years On

Five years is not a lot of time when you consider that a great many of the things touched upon above are already happening within some organizations. Other variables will inevitably impact us in the interim, but HR has definitely stepped onto the fast track of business. As our roles and responsibilities continue to grow, so too do the tools at our disposal, as well as our perception of HR?s future.

To find the new skills we need, HR may have to start hiring people with no HR experience, but with good teamwork and mentoring skills to facilitate an effective fusion of disciplines. Intense skills developments of current HR employees will likely become more important.

Pursuing the CHRP designation will always be valuable, but other designations could greatly benefit HR as well. Pursuing professional designation in project management (PMP), procurement (PMAC), market research (CMRP), accounting/finance (CA, CGA, CMA, CFA), and management consulting (CMC). HR employees may have educational goals that include completing graduate and doctoral degrees, and yes, even an MBA.

Federal Reserve To Provide Guidance To Banks In Event Of Default

(Mark Felsenthal) - The Federal Reserve plans to provide guidance to banks soon on how to handle the potentially turbulent financial waters if the United States exhausts its borrowing authority.

"We have been engaged in operational planning with the Treasury," Fed spokeswoman Barbara Hagenbaugh said on Thursday. "We expect to be able to give additional guidance to financial institutions when there is greater clarity from the Congress and when Treasury outlines its specific operational plans."

The Treasury has said it will not be able to borrow more funds after Tuesday if Congress does not raise the nation's $14.3 trillion debt ceiling by then, raising the prospect of a government default. Lawmakers on Thursday were still deadlocked over how to move forward.

Officials say a debt default would damage both the U.S. and global economy for years to come and would likely provoke a severe financial crisis, but they have been hesitant to discuss contingency planning.

"No one in Washington wants to do anything to relieve the pressure on lawmakers to get this done by the deadline," said Chris Low, chief economist for FTN Financial in New York "If the Fed starts to say we're going to do things to mitigate the financial repercussions, you're giving them some leeway you don't want to give."

Low said a Fed contact had been unable to provide details about what the central bank's plans are.

U.S. officials said on Wednesday that the Treasury would lay out a plan in the next few days about how the government will operate if it appears Congress may miss the August 2 deadline.

This would pave the way for the Fed, which acts as the government's bank, to make its plans clear.

"We haven't heard much from the Fed," said Ray Stone, an economist at Stone & McCarthy in Princeton, New Jersey. "A default has such severe consequences for the financial markets and the real economy that they have to do something."

Fed officials have acknowledged preparations have been taking place behind the scenes on operational issues to be ready for any financial breakdown.

Philadelphia Federal Reserve Bank President Charles Plosser told Reuters last week the Fed has been locked in discussions with Treasury about cash management and other technical issues that would arise in the event of a default.

The Treasury needs to decide who would get paid if the government runs out of enough cash to meet all its obligations, and analysts expect it would seek to ensure holders of U.S. government debt are first in line.

While the Fed would likely step in to provide liquidity if financial markets appeared at risk of seizing up, the guidance for banks is likely to be more mundane.

The Office of the Comptroller of the Currency said it plans to advise the national banks it regulates that when assessing customer overdrafts, they should consider whether a customer failed to receive a government check due to the debt ceiling impasse. The Fed could be expected to follow suit.

However, the central bank would likely face some momentous decisions if a default sparks a crisis. For one, they may need to decide whether to continue to accept Treasury debt as collateral for emergency bank loans if the United States loses its vaunted AAA credit rating.

Richmond Fed President Jeffrey Lacker said on Thursday the Fed may need to reevaluate how it values government debt it accepts as collateral, possibly making banks take steeper "haircuts" on the debt.

Some analysts have speculated the Fed could step in to keep government checks flowing in the event the Treasury runs out of cash. However, Fed officials have sought to quash that notion.

The Fed is the fiscal agent and the depository for the Treasury. It receives bids for Treasury securities sold at auctions, issues the securities and clears government checks.

Fed Chairman Ben Bernanke told a hearing on July 13 the Fed would do what it could to keep the financial system functioning. However, he said it would not be a financial backstop to help the government pay bills if it cannot borrow.

"We would do what we could to preserve the operationality of the system," Bernanke said. "But I want to eliminate any expectation that the Fed through any mechanism could offset the impact of a default on the government debt."

What Bible Should I Use? | Book Review | Armchair-Theology ...

This post is a response to a question coming from one reader who decided to tell me what to write. The reader question boils down to this: There are many English translations of the Bible and a lot of controversy over some of them. Which should we read?

There are two major considerations when choosing a translation: source text and translation philosophy.

Source Text

Bible translators must decide?which ?family? of documents?they will use. This is really only a consideration when discussing the New Testament because the Hebrew tradition is pretty well standard. There are two ?families? of the New Testament: the ?received? and the ?critical.?

The ?received? text family (also called ?Byzantine?) is a collection of?Greek New Testaments (GNTs) which were the standard texts of the Eastern Churches. As one text passed out of its usable life, it was copied?and the new text was used. This was the only GNT?for most of Church history.

The second text family is called the ?critical? text. In the past two hundred years or so, with modern advances in archaeology, we have discovered very early copies of the GNT.?Scholars have pieced together very early fragments to recreate the content the earliest copies of the ?received? text must have contained.

The major controversy in the ?received vs critical? debate is?that the received text is slightly?longer. The early manuscripts of the GNT?are ?missing? some words found in the received text. The difference is almost certainly due to scribes incorporating small, typically inconsequential, edits or additions to the text. For example,?one common occurrence is the addition of ?Christ? after the word ?Jesus? in the received text.?These differences make almost no difference to the text itself and in all but one case have no theological significance.

Though there are some who will only read from their preferred text family, most readers will not see any difference between English translations from the two source texts. The real difference is in translation philosophy.

Translation Philosophy

There are two dominant translation philosophies and a third option that also warrants?discussion. They are, in order of ?literalness,? formal equivalent, dynamic equivalent and paraphrase.

Formal Equivalence: This is commonly called?a ?word-for-word? translation. It is an attempt to?recreate the original Greek (NT) or Hebrew (OT) text into English with as much precision as possible. These translations are incredibly exact but can sometimes be a little ?wooden? because they are following the grammar and syntax of foreign languages.

Examples: NASB, ESV, NET, KJV

Dynamic Equivalence: These translations try to capture a ?phrase-by-phrase? or ?thought-by-thought? rendering of the text. They are, for the most part, easier to read. The main criticism of this translation philosophy is that the translators must add?interpretation?to their translation. Unfortunately, it is impossible to separate this from the translation philosophy.*?To the credit of most dynamically equivalent translations bias in translation rarely makes an impact on these translations.?However, there are certain verses where the translators have made a theological decision in rendering the text one way or the other without the reader?s knowledge.

Examples: NIV, NLT

Paraphrase: I add paraphrases to this list reluctantly: They?are not translations. Paraphrases?are not attmpts?to?render?the original texts in English but describe an author?s own interpretation of it. The benefit of these Bibles is their ?readability? ? they flow extremely well. The main drawback is their lack of precision and the large amount of interpretation involved.

Examples: The Message

So, what Bible should I use?

That?s impossible to answer. My best advice is not to rely on one translation. I?use?two different formal equivalent translations (primarily the ESV)?for my study and a dynamic equivalent translation for devotional study. That?s just how I operate?best. Your needs may be different.

Oh, and don?t bother with the Amplified Bible. It?s the worst of both worlds: It puts every possible meaning of the Greek/Hebrew word in the text and essentially gives you the option to ?choose your own adventure? with the text. It?s very hard to read and is more confusing than helpful.

India, Pakistan agree to push for stability in volatile region (Reuters)

NEW DELHI (Reuters) ? Indian and Pakistani foreign ministers said on Wednesday they have a responsibility to mend ties between the nuclear-armed rival countries to reduce tension in the region, made all the more urgent with a U.S. troops drawdown in Afghanistan looming.

Expectations of a breakthrough in peace talks remain low, but the fact the South Asian rivals are talking is a sign that neither side wants to slide back towards conflict in the world's most dangerous region.

Indian Foreign Minister S.M. Krishna and his Pakistani counterpart, Hina Rabbani Khar, began talks in New Delhi focused on confidence-building measures, such as relaxing trade and travel restrictions across a ceasefire line dividing disputed Kashmir.

They are unlikely to make much headway on the thorny territorial issue of Kashmir itself, or on fighting militancy.

"We come here with a positive outlook, we feel that the relationship between the two countries should not be held hostage by the past that the two countries have faced," Khar, Pakistan's first female and youngest-ever foreign minister, said in her opening remarks, standing next to Krishna.

The United States has also stepped up efforts to bridge the divide between the neighbours. U.S. Secretary of State Hillary Clinton visited New Delhi last week and urged them to work on ties as well as stabilising the volatile region.

The countries have fought three full-scale wars since winning independence in 1947, two of them over Kashmir.

India and Pakistan in February resumed a formal peace process broken off after the 2008 attack on financial capital Mumbai by Pakistan-based militants, which killed 166 people.

As in previous peace efforts, progress has been slow and vulnerable to any attempts by Pakistan-based militants, fighting for a Muslim Kashmir, to try to trigger a war by launching another Mumbai-style attack.

But both sides kept their cool in the aftermath of a triple bomb attack in Mumbai this month that killed 24 people and injured more than 130. Police have yet to identify the suspects but security analysts suspect the home-grown Indian Mujahideen.

In the past, the success of talks has often come down to personalities. Last year a news conference by then-Pakistani Foreign Minister Shah Mehmood Qureshi and Krishna descended into a public tit-for-tat spat.

Attention will this time fall on how Khar, only appointed last week, manages her highest-profile foreign trip yet and Krishna, often criticised for lacking diplomatic clout.

PROXY WAR?

Peace across the heavily militarised frontier between India and Pakistan is crucial for the United States to draw-down troops and stabilise Afghanistan without sparking off a proxy war between New Delhi and Islamabad in that country.

U.S. plans to start pulling troops out of Afghanistan, a country both India and Pakistan have long competed over for influence, add a fresh challenge to an already volatile, yet strategic region.

"It is the interest of peace not only for our two countries but the entire region and beyond. Perhaps we owe this to ourselves as well as to the succeeding generations to both the Indians and Pakistanis," Krishna said.

A sense of goodwill is apparent, although it is too early to say whether that will last given the mutual distrust and domestic issues which have often abruptly halted any progress.

Pakistan is keen to move forward on discussing the disputed territory of Kashmir, while India wants its neighbour to bring to justice suspects not just behind 2008 Mumbai attacks, but also a number of other attacks against India.

But efforts to focus on less contentious issues may be the best way to steadily reduce distrust, say diplomats.

We arrived and got in our first of many?insanely long lines of the weekend. ?(Comic Con survival tip: Wear awesomely comfortable shoes. ?You will be walking and standing a lot. ?I mean a whole hell of a lot, so make sure you and your?footwear?love each other, or else you will have lovely blisters to nurse while all of your friends do The Con.) ?This line was for our passes into The Con. ?This was an enjoyable 2 hour wait as we were sent to an assortment of hallways, stairwells, and a marina to get our coveted passes. ?We did manage to run into one of Melvin?s friends. ?I didn?t catch his name, but he looked really familiar.

After passes were procured, it was off to see what The Con had to offer. ?We all had panels we wanted to sit in on, but due to the insane-o line we just got through, we missed them. ?(Comic Con survival tip: Make sure you are okay with the fact that you will miss seeing the uber-sweet panel starring everyone from you favorite tv show/movie/video game because of long lines or room space. ?It happens. ?It is disappointing, but it happens. ?You have been warned.)

Foster Care Benefits as International Adoptions Decline | United ...

It is in dispute whether international adoption encourages the abduction of children from their loving families, or gives a neglected child a chance for a bright future.

The Hague Convention ?protects children and their families against the risks of illegal, irregular, premature, or ill-prepared adoptions abroad.? International adoptions have decreased dramatically over the years, as adoption policies have become more restrictive.

Ethiopia is one of the countries tightening its international adoption policy, and the U.S. Embassy anticipates a 90 percent decline in adoption case processing.

Ethiopia?s Ministry of Women, Children, and Youth Affairs (MOWCYA) will only allow a maximum of five inter-country adoptions per day; prior to March, this number was 50 per day.

This may mean prospective adoptive parents in the United States will focus more on domestic foster children.

According to the Dave Thomas Foundation for Adoption, foster children have to wait an average of three years or more for a permanent home, moving around each year in different foster families.

?We fervently believe that any child deserves a family,? said Rita Soronen, president and CEO of the Dave Thomas Foundation, in a telephone interview. She said she wants any child from any country who needs a family to find one, but her organization exists to support and promote domestic foster care adoption.

People who want to adopt internationally are focused on infants, but Soronen said the average age of an adoptable child in foster care is 8.

According to the Dave Thomas Foundation, ?Nearly 81.5 million Americans have considered adopting a child. If just one in 500 of these adults adopted, every waiting child in foster care would have a permanent family.?

Dave Thomas, the founder of Wendy?s restaurants, was adopted. He started the foundation to help others find permanent, loving families.

There are currently 423,773 children in foster care in the United States, and 114,556 of these children are available for adoption. In 2009, parents of 69,947 children had their parental rights stripped by the courts; however, only 57,466 of those were actually adopted.

Policies mandating that parents should lose parental rights after repeatedly failing to meet goals set by juvenile court were meant to help children be adopted. In practice, they can deprive children of legal relationships with other family members such as aunts, uncles, and cousins, without necessarily moving the children toward adoption.

People may avoid domestic adoption out of fear that a biological parent may reclaim a child, said Soronen, but this is not possible. A parent cannot legally regain custody once his or her rights are terminated.

Children enter state custody and foster care for many reasons. Some are orphans, and most are abandoned, abused, or neglected.

Soronen said an annual survey her organization commissioned found that people mistakenly believe that children enter foster care because they are juvenile delinquents. She wants to dispel that myth.

According to adoption agencies, international adoption can be costly. This can make fewer parents seek international children. For an international adoption, if the agency or the family decides to cancel, dossier fees are not refunded. Dossier fees are $3,000 for all international adoptions, except Korea.

Foster care adoption is free, as children in foster care are the financial responsibility of the state or county, according to Soronen, with local governments covering the costs. Foster care adoption expenses range from nothing to about $2,500, she said.

There is public and private financial and social support for children who were ever in foster care, some of it lasting into adulthood. For example, the state of Georgia pays for college for a child who was in state custody.

The Dave Thomas Foundation can also provide parents with practical and moral support.

Thanks to the global box office performance of "Kung Fu Panda 2," ?DreamWorks Animation boasted a stronger than expected second quarter. ?

But in a conference call with analysts, CEO Jeffrey Katzenberg described the film's disappointing stateside grosses as "heartbreaking."?

Katzenberg said that the studio miscalculated by positioning "Kung Fu Panda 2" as family-friendly counter-programming to "Hangover Part 2."?

"I think we had a terrible, terrible calamity in the U.S. and it's heartbreaking because there?s no recovering from it," Katzenberg said.

But the film's sluggish stateside grosses weren't the only hot topic on Tuesday's earnings call. Katzenberg was also forced to field awkward questions about the future of the studio's distribution pact with Paramount, which is scheduled to end in 2012, and growing disillusionment with 3D, the format he has long championed.?

During an hour long call with investment analysts, Katzenberg often seemed to be on the hot seat. That was somewhat ironic, because the company's financial picture was far rosier than expected, particularly given the fact that its stock has been a Wall Street underachiever in recent months.

Revenues at DreamWorks Animation climbed 38 percent to $218.3 million during the second quarter on the strength of the worldwide box office performance of "Kung Fu Panda 2," the company announced Tuesday.?

Profits for the company also increased, rising 42 percent to $34.1 million, or 40 cents per share, for the three month period ending in June.

Revenues and profits for the Glendale-based animation studio beat early forecasts. A poll of analysts by Thomson Reuters anticipated?earnings of 38 cents per share on revenue of $190.7 million.

Shares rose more than 5 percent to $22.66 in after-hours trading.?

"Kung Fu Panda 2," which was released on May 26, contributed $55.8 million of revenue in the quarter, generated by its worldwide box office performance as well as merchandising and licensing.

Moving away from "Panda"s' domestic doldrums, Katzenberg said that despite reports that relations with DreamWorks' distributor have grown frosty, Paramount has done "excellent" work releasing the studio's films. Though he indicated the studio would explore an extension, he said it was too early for the companies to come to an agreement.?

"What we are not going to do is move prematurely to try to answer a question that does not need to be answered yet, which is what?s next?" Katzenberg said.

A new pact with Paramount could be tricky, however, because executives with knowledge of the talks have told TheWrap that both sides remain far apart. DreamWorks wants to lower the fee it pays and Paramount has indicated it will only renew its pact for a higher distribution rate.

Further complicating matters, Paramount recently launched a new animation division. Many analysts viewed the move as a preemptive step toward preparing for a DreamWorks-free future.
