Philmer H. Rohrbaugh was named senior executive vice president and chief risk officer for Fulton Financial Corp., Lancaster. In this newly created position, Rohrbaugh of Lower Windsor Township will oversee all risk-management activities of the company, including operational, market, financial and reputational risk. He will have direct oversight of the company?s compliance and loan review areas, as well as information security and vendor management activities. Previously, Rohrbaugh was managing partner of the Chicago office of KPMG LLP and worked for more than 25 years at Arthur Andersen. He received a bachelor?s degree in accounting from Susquehanna University.

Fulton Financial also named two new members to its board of directors. Denise L. Devine of Media, Delaware County, and Ernest J. Waters of York will join the board effective Dec. 17. Devine is founder and CEO of Nutripharm Inc. and an affiliate company, Froose Brands LLC, both of Media. Waters retired from Metropolitan Edison Co., a FirstEnergy Corp. company, where he served as area vice president and area manager.

Heather Christie was named operations manager for the Prudential Landis Homesale Services office in Spring Township. Christie of Lower Heidelberg Township is an associate broker and has been licensed for 15 years. She is a graduate of the University of Texas.

?Reading Public Library?s Board of Trustees named Robin Costenbader-Jacobson and Heather Hanna to its board of trustees. Costenbader-Jacobson is the principal owner of RC-J Consulting Associates and an adjunct faculty member with Berks Technical Institute. Hanna is a substitute teacher for the Muhlenberg School District and the Berks County Intermediate Unit.

Beth Purcell was named vice president for business development and strategic planning at Reading Hospital. In this new position, Purcell will evaluate and coordinate all plans to position Reading Hospital as the most progressive and innovative health care leader in the community and assess all factors related to the health system?s strategic plan. Previously, she served in leadership roles in the Advocate Health Care System in Chicago since 2006, most recently as vice president for business development and specialty service platforms for Advocate South Suburban Hospital in Hazel Crest, Ill. Purcell received a bachelor?s degree from Cornell University, Ithaca, N.Y., and earned her juris doctor and master?s degree in health administration from Saint Louis University School of Law and School of Public Health. She also holds a certificate degree in project management from Harvard University School of Public Health.

Jessica Florkowski was named nurse manager of the Rehabilitation Center at The Reading Hospital for Post-Acute Rehabilitation. Florkowski of Kempton coordinates clinical and administrative activities on the unit. Previously, she was a registered nurse at the hospital and served in the U.S. Army Reserve as a medical specialist for eight years. Florkowski received her associate degree in nursing from Reading Area Community College in Reading and a bachelor?s degree in nursing from Kutztown University. She is working toward her master?s degree in nursing at Cedar Crest College in Allentown.
