Catch a skate, win a hat

I hope everything is going well for the fishing community. As fishing ramps up, I want to remind you of the skate tag reward program put in place by Alaska and myself. We have tagged skates in Prince William Sound and are interested in knowing where they get caught.
If you see a skate with a tag, write down the identification number of the tag, give us a call (the phone number is on the tag), let us know where you caught the skate and get a free hat.

Don?t just sit back ? do something

Albert Einstein once said that the only thing more dangerous than ignorance is arrogance. The Alaska Board of Game was not ignorant of the facts, but chose to be arrogant and ignore them. Area biologists found that the moose population near Homer and Anchor Point is generally healthy, and is currently in the middle of their objective numbers. An article in a local paper advised that the moose population in this area has even increased from 1992 to 2010 by 30 percent.
Fish and Game has received funding to conduct moose studies and wolf control in March. Why then, would we spend upward of $1 million for controversial aerial wolf control before those findings are presented? Is it any wonder that citizens question state government budget management? In many areas of the United States, people have moved in and destroyed the natural resources and indigenous flora and fauna. We, in Alaska, have the opportunity to learn from these mistakes.
Many tourists come to the Kenai Peninsula to view its stunning vistas and enjoy the diverse wildlife. With gunfire emanating from airplanes in a populated region, wolves may not be the only species exposed to danger.
If you are concerned about this, please contact your legislators. People can make a difference. Don?t sit back. The first step is to do something.

Facilitating funds for Franklin family

We recently held a benefit dinner and auction for the Dale Franklin Family at the Homer Elks Club. We greatly appreciate all the time and effort provided by the staff at the Homer Elks Club and the Emblem Club. They really did a great job.
We would also like to thank all the people in Homer who provided auction items and those who purchased them. A special thanks to Jeff Josephenson and the Salvation Army Church, as well as the Mike and Connie Geagel family members and auctioneer Don Ridl, who went above and beyond to make the event successful.

Prescriptions for strengthening schools

The Homer Swim and Dive Team, as well as other groups at Homer High School, would like to thank Bob Malone and Homer Safeway No. 1832 for their assistance in the eScrip program.
The eScrip program allows groups to earn money by signing up friends and families who shop at Safeway. Donations are made to their organization by Safeway, when purchasing any of the hundreds of eScrip products. During the August 2011 ?10 percent Goes Back to Schools? Program our group was able to earn $5,388.80. That put us in the top 100 earning organizations, and earned us a $1,000 bonus. And, the best part is that it did not cost any extra money, as we earned it by shopping at Safeway.
The Homer Swim and Dive team uses fundraising money for travel expenses, which are high for all of our sports teams, and to purchase healthy meals and snacks for the athletes as they travel. We not only thank Safeway, but all the people who donated their receipts to us, plus Safeway cashier, Beth Gilliam, who took the time to collect receipts. Please remember, if a group asks you next year to help with this program, it is an easy way to support our schools and extracurricular groups ? and all you have to do is shop.

Group studies law enforcement

Several Alaskan citizens on the Kenai Peninsula have formed a law study weblog to present results of research into current prison conditions and behavior of police and attorneys in local criminal cases. Our study of local court cases reveal that police and prosecutorial cultural discrimination, police dishonesty, police disregard of due process and constitutional rights, police asserting discretion to arrest when no law has been violated, prosecutorial ethics violations, and inadequate public defender work on behalf of clients. Innocent citizens have been framed and jailed by these tactics.
Kenai Peninsula Wildwood Pre-trial Facility subjects prisoners to arsenic-contaminated water and toxic foods dangerous to the life and health of inmates. Inmates can suffer serious health deterioration in as little as three weeks incarceration.
Our intent, as Alaskans, is to create a public process to examine patterns of abuse. Our motives are to shed light, focus public attention and peaceably inspire our Alaskan police to correct behaviors that pervert justice. In our deliberations, we uphold the constitution of Alaska and the common law and we rely on Alaskan jurisprudence.
The police force of Homer is paid by the Homer City Council, a body elected by Homer citizens. Therefore, Homer?s police are public servants of the citizenry. It is the responsibility of the citizenry to observe, report publicly, and hold police accountable for patterns of abuse, lest these abuses take hold in our civic culture.

Learning from ?The Horn Section?

I am pleased to announce a new funding opportunity from the Homer Foundation, through a music education fund in memory of Renda Horn called The Horn Section.
Renda Horn lived in Homer barely a decade, but in that short time she made an enormous impact, teaching elementary music and band in Homer-area schools, giving private music lessons and reviving Inlet Winds, Homer?s community band. Renda inspired many with her musical expertise, her boundless energy, her devotion to family, friends and community and her passion for living life to the fullest. Her community service extended to participation on several boards including the Bunnell Street Arts Center and the Homer Foundation.
Community members who knew, and loved Renda, established this new permanent endowment fund as a lasting legacy to preserve her memory and her impact upon the community and to extend that impact, particularly with regard to music and music education to future generations. Grant awards from the fund will be used to provide musical opportunities for school-age students, support musical events and programs, enhance school music programs (including the purchase of instruments for participating youth), and/or should a credible effort to create a community performing arts center be launched, the fund could support such a campaign.
The fund will continue to grow over time as community members add to the fund.
Grants will be made from the fund?s distributable earnings, and will follow the Homer Foundation?s year-round grant review process. The Homer Foundation distributions committee will use its discretion and its understanding of community needs to select grants that meet the criteria set forth by the fund?s founding donors. The fund?s earnings accrue quarterly and grants will be awarded as earnings are available. Interested applicants may call the Foundation to get an update of available earnings at any time. Currently, there is over $900 available, which may be used to fund one, or multiple grants.

Thank you to the governor for pushing back against the National Education Association?s constant demand for more money when they consistently fail to demonstrate any real progress toward better educating children.?When you said, ?I don?t believe that increasing the funding formula is the right way to do the math,? you made a reasonable and legitimate statement.?By your actions you are exhibiting leadership and a tremendous amount of courage we hope the Legislature will seriously consider.
The Alliance of Concerned Taxpayers is a Kenai Peninsula Borough based watchdog group that has been tracking the cost-to-benefit ratio of the Kenai Peninsula Borough School District for many years.?The unions tell our assembly every year at budget time that more money equals better education, but the school district numbers observed over time do not support that claim.?See the A.C.T. Everyone involved in this discussion is encouraged to review the NBC news special report, ?Education Nation,? the documentary ?Waiting for Superman,? USA test results compared to foreign countries and a plethora of studies all say the same thing:?the United States education system is losing ground against other nations.?Also, watch what Mayor Sullivan is doing in Anchorage.?He has put a lot of effort into this issue and the results should be carefully considered. ?
In this ever-shrinking world, our kids are no longer competitive. In almost every study, the education system and their powerful unions are responsible for this failure.?An overhaul of this system is long overdue. Our society, as a whole, and our kids in particular, are coming up way short of our potential.?We can and must do better.??
As our elected leaders, you have a huge responsibility to the people of Alaska.?It is imperative that you act now by seeking solutions to this well-documented failure. At issue is not more money for a failing system, but finding models that work and implementing them here.?We are sure there will be tremendous resistance from the unions. Ask yourself, what is more important: our children?s future or union power??
We hope you act wisely and make the right choice.?Tell yourself, ?it?s for the kids.? That is all the justification you should need.

Signs Your Child May Need to See the Eye Doctor | New Health and ...

When raising your children, there are many things that you must pay attention to, one of them being their eyesight. Although most parents would rather not have their kids wear glasses, it is a reality for many families and at then end of the day, it is better to take care of their vision sooner than later. If your child is straining to see objects close up or far away it can hinder his abilities in school, sports or in social activities. In many instances, younger children won?t be able to relay the information that they are having trouble seeing, so it is the parent?s job to watch out for certain telltale signs. There?s no real guidebook to go by to tell if your child needs eyeglasses, but some actions usually indicate that there is a problem with vision.

One sign that your child may need to see the eye doctor about glasses is holding books or other objects closer to their face than normal. If their vision is blurred at a normal distance, they will likely try to move the object closer to see it clearly. You may also notice a lot of squinting, tilting the head to one side, and sitting closer to the television screen than usual.

When a trip to the eye doctor is needed, you may also notice a lot of eye rubbing due to pain or straining of the eyes. These signs don?t automatically indicate a need for glasses, but they are a good sign that you should have things checked out. If your child is in school, you may notice problems with schoolwork or the teacher may report that he is having trouble reading the blackboard. Sometimes, kids don?t want eyeglasses and won?t say anything if they have problems reading the board. Of course, this can lead to a dip in grades because they can?t see what they?re supposed to be learning.

If your child is old enough to communicate what is happening, ask a lot of questions to get a full understanding of the situation. Once it?s been determined that he?s having some trouble, make an appointment with the eye doctor to find out precisely what the problem is. After the exam, you?ll have a prescription for corrective eyeglasses and you can go from there. Many different places sell discount glasses and cheap eyeglasses if you don?t have a lot of room in the budget for glasses. Discount glasses don?t necessarily have to be poor quality glasses, and if you ask around and look around you can usually find a pair that works for your budget and are of good quality.

Whether you decide on cheap glasses, discount glasses or brand name glasses, make sure to choose frames that will stand up to the lifestyle of your child. Most kids are a lot rougher on glasses than adults, and the last thing you want is to spend money on frames or lenses that are going to be broken repeatedly. Talk it over with the optician so you can be sure that you?re getting the right pair of glasses for your child and for his lifestyle.

PHOENIX, Ariz. Feb. 27, 2012 The 9th annual Seena Magowitz Celebrity Golf Classic raised $553,443 for pancreatic cancer research at the Translational Genomics Research Institute (TGen) through the Seena Magowitz Foundation.

These funds will go toward new international clinical trials run by TGen's Pancreatic Cancer Research Team.

This was the first time that major retailers, producers and suppliers in the mattress industry longtime supporters of pancreatic cancer research came together at the landmark Arizona Biltmore for the annual Seena Magowitz tournament.

More than 200 golfers took to the links Dec. 3, 2011, followed by an award luncheon, at which Roger E. Magowitz, President and co-founder of the Seena Magowitz Foundation, challenged everyone, the way he challenges himself.

"If not me, then who?" said Magowitz, a Scottsdale resident who for nearly a decade has championed research into finding a cure for pancreatic cancer, a disease that took the life of his mother, Seena, in 2001. "The 'who' is each one of you in this room," he said. "The 'who' is your business and your friends. The 'who' is an entire mattress industry united to fighting pancreatic cancer. I've never heard of any entire industry fighting a disease. We can beat this disease."

Magowitz, a long-time industry retailer, now is charitable advisor for Houston-based Mattress Firm, who has become a major sponsor.

Steve Stagner, President and CEO of Mattress Firm, a leading national bedding specialty retailer, served as Honorary Tournament Chairman: "This year's Seena Magowitz Classic provided us with a great opportunity to rededicate our commitment to putting an end to pancreatic cancer."

Michael Bassoff, President of the non-profit TGen Foundation, expressed his deep gratitude for the significant contributions made this past year by Roger Magowitz and Steve Stagner.

"In our fight against pancreatic cancer, there is no more powerful ally than Roger Magowitz, whose own commitment has initiated many incredible partnerships within the home furnishings industry," Bassoff said. "We also are extremely grateful to have merited the support of Steve Stagner and the Mattress Firm."

In March 2011, Mattress Firm announced that it named TGen its "charitable partner of choice," specifically funding TGen's pancreatic cancer research.

In May 2011, Mattress Firm kicked off their fundraising efforts for TGen's pancreatic cancer clinical trials.

In December 2011, pancreatic clinical trials began through TGen and other sites that are named for Seena Magowitz.

Advocates Press to Modernize Customary Laws, Tribal Leadership in Northeastern India

GUWAHATI, ASSAM, INDIA ? Pratima Kharsa, a young girl from the Dimasa tribe, became pregnant after falling in love with a local boy. But when the news spread throughout her village in Assam, a state in India?s Northeast region, he publicly rejected her and the child.

?

Per the local customary law ? law based on custom instead of legislation ? the village head called a meeting and forced Kharsa to publicly declare the name of the father of her baby in front of a priest and village elders.

?

"There are no rights for women in customary laws."

Parvati Thaosen, president of Shakti Mahila Mandal, a local women?s rights organization that works with tribes in the area, says custom dictated that Kharsa go into a nearby water body to declare the name.

?

After being named, the young man refused to accept her as his wife. Instead, he chose to pay a fine of 10,000 rupees ($200) to Kharsa for the child and married another girl.

?

?In majority of cases, men deny it and women have to face innumerable problems,? Thaosen says.

?

Months later, Kharsa gave birth to a daughter. She eventually married another young man in her tribe. But Thaosen says Kharsa was tortured in her new relationship, which came to a tragic end.

?

?Often, the couple used to have verbal brawl,? she says. ?To get rid of this, Kharsa one day sprinkled kerosene oil over her[self] and committed suicide.?

?

She says there are many other women like Kharsa in tribes across the region who suffer unfavorable living conditions because they have little say to change them under customary laws.

?

Many tribal communities in the ethnically distinct states of India?s Northeastern region ? Mizoram, Nagaland, Meghalaya, Arunachal Pradesh, Manipur, Tripura, Sikkim and Assam ? continue to regulate themselves according to their customary laws rather than India?s more modern federal constitution. Women?s rights activists say that many of these laws are gender-biased in composition and orientation. In many areas, they are constituted and interpreted by male elders alone, leaving little say or consideration for women. Activists are working to help them change the laws.

?

Customary laws are a set of rules that attain the force of law in a society because they are observed continuously and uniformly over a long period, says Mary Beth Sanate, a social activist and member of the Assam chapter of Women in Governance, a network of women?s organizations, human rights defenders, activists and journalists across the Northeast region that work for human and gender rights. They are the totality of customs of a tribe, which hands them down from one generation to the next.

?

Sanate says customary laws have endured many generations, despite varied opinions on them.?

?

?Some people are of the opinion that customary laws are primitive, archaic and mixed with superstitions,? she says. ?But it is a fact that customary laws have survived and continue to play dynamic roles in tribal communities.?

?

Customary law differs from statutory law, which is enacted by the government. But Sanate says that the government enables customary law to continue.

?

?[The] Government of India recognize[s] and allow[s] its existence, so many tribes in India continue with their own customary laws,? she says.

?

She says that tribes are proud of their laws that represent their distinct cultures and traditions, but that many of these laws discriminate against women.

?

?Amidst their diversity, [the customary laws] have some commonalities ? the most important being patriarchal, where women?s rights are denied,? she says.

?

Swiss researchers of the Swiss Federal Institute of Technology (ETH) in Z?rich confirm earlier findings that the Bacillus thuringiensis (Bt) toxin Cry1Ab produced for pesticidal purposes by genetically modified (GM) Bt maize increases mortality in the young ladybird larvae (Adalia bipunctata L., two-spotted ladybird) in laboratory tests. These ladybird larvae are typical 'non-target' environmental goods which are not supposed to be harmed by the GM maize.(1)

On February 15, the research team headed by Dr. Angelika Hilbeck published the results of additional testsi after their first publication in 2009 (2) was strongly criticized by proponents of GM crops in a coordinated attack in the scientific journal "Transgenic Research." (3) Following the well known pattern described by the U.S. science journalist Waltz(4), the counter-articles tried to discredit the 2009 research as "pseudo-science," and presented their own research aimed at disproving the original work. Trigger for this concerted attack was the policy response by the German government which issued a ban in spring 2009 on the commercial planting of a GM maize that expresses the tested Bt toxin, based -- among many others -- on the results of the earlier 2009 study with A. bipunctata.

The Swiss researchers also investigated why the counter-research could not repeat their first results and arrived at a simple conclusion. ?We could show that the protocols applied by Alvarez-Alfageme et al. 2011 were significantly different to our earlier studies and much less likely to detect adverse effects of the toxins than those by Schmidt et al. 2009, and our follow-up studies," explains Dr. Hilbeck.

?When testing the protocols by Alvarez-Alfageme et al. 2011 with Bt-susceptible target organisms, the European corn borer larvae, they were hardly damaged by the Bt toxin -- this clearly disqualifies the method for detecting negative Bt effects on non-target organisms." In an accompanying commentary, the authors noted that the reaction of GM crop promoters to results of risk research is often based on double standards. (5) As long as the results seemingly support the claims of no risk, poor quality science is accepted, and receives very little scrutiny.

For example, no comparable criticism was voiced in cases where the selected test organisms, larvae of the green lacewing, without any doubt were not able to ingest the offered Bt toxin -- thus consistently producing false negative results. While the U.S. Environmental Protection Agency in recent years has acknowledged the unsuitability of the lacewing tests for GM crop risk assessment, they still constitute the basis for GM Bt crop approvals, and for 'sound science', by European authorities. "It is time to move beyond the rather 'dogmatic denial' and 'shooting the messenger' stages of the debate and onto the more mature stage of scientific discourse where a meaningful examination of scientific 'surprises'dominates the discussion," said David Gee, senior adviser on science, policy and emerging issues to the European Environmental Agency.

?It is surprising that the European authorities, after implementing biosafety legislation which is based on the precautionary principle and demands scientifically robust ecological risk research and assessment for two decades, still rely on the systematically flawed protocols and on data developed and promoted by the biotechnology industry and their cooperating scientists," said Professor Brian Wynne, of the UK Centre for Economic and Social Aspects of Genomics (Cesagen) at Lancaster University. Prof Wynne continued:

"We do not need biosafety research embedded in the visions of the biotechnology industry that supports unsustainable industrialised agriculture. Instead we need independent research like Hilbeck's which assesses the specific environmental effects of genetic engineering, uses sensitive methodologies and helps indicate the potentially damaging effects on biodiversity as well as on agricultural diversity, of the industrial production systems which GM agriculture only intensifies. In addition to the urgently needed support for genuinely independent biosafety research, EU and member-state authorities should be taking seriously the benefits of crop diversity, multifunctional agriculture and agricultural policies which develop productive European food systems under sustainable agro-ecological conditions."

"The unnecessary controversy on the Adalia experiments highlights the need for agreed protocols and environmentally relevant risk research and assessment. We urge the European authorities to overcome their reliance on expertise from one sector only -- industry-embedded -- when setting the standards for approval of GM organisms," Dr. Hartmut Meyer, coordinator of the European Network of Scientists for Social and Environmental Responsibility (ENSSER), concluded. "In addition, a revision of the current approvals for commercial growing of GM plants is necessary."

Salinas Mayor Dennis Donohue won't seek re-election

Leaving many city leaders stunned, Salinas Mayor Dennis Donohue announced Friday he will not seek a fourth term in office.

Saying he needs to devote himself full time to his agriculture business, Donohue said the decision revolved around the "family-work equilibrium" and not on any health issues or political aspirations.

"Salinas is a full-time city," he said. "I've tried to be high energy ... and hopefully keep up with the city."

He said come December, he plans to devote himself to his radicchio business, Royal Rose.

Donohue, who was elected in 2006, has said for years that he would likely serve two or three terms.

Nonethless, the decision clearly surprised many who walked up to him in a South Salinas coffee shop late Friday.

City leaders also said they were taken aback by the news.

"I'm shocked," Deputy Police Chief Kelly McMillin said. "I'm still trying to wrap my head around this."

Citing Donohue's leadership role in Salinas' gang violence intervention efforts, McMillin said he has concerns about the city's continuity of effort.

"We're at a really fragile place with all of our efforts with a lot of new initiatives. A lot of that was because of the drive and leadership of the mayor," he said. "Whoever follows will have a huge role to play. This was such a priority for him."

Being an effective mayor, McMillin said, is "not just a skill you pick up. You have to have a passion for it. Understanding the problem and engineering real

progress on it are two different things."

Donohue said his focus for the next nine months will be the same as it has been the past six years.

"Working to be a more peaceful community ... and a more prosperous community," he said.

Often quoting John F. Kennedy in his speeches, Donohue has long said his priority is to build "enduring structures," a reference to the Kennedy statement, "Peace is a daily, a weekly, a monthly process, gradually changing opinions, slowly eroding old barriers, quietly building new structures."

"That quote has guided my thinking on the issue of peace since day one," Donohue said.

Donohue was instrumental in the growth of the Community Alliance for Safety and Peace, serving as its co-chair, and of the Mayor's Clergy Council and other "structures" he says he hopes will endure.

"The way forward for Salinas doesn't change," he said. "A lot of good people have been working hard on this for a very long time."

Throughout the day Friday, even those who worked closely with Donohue said the news was unexpected.

"It's a bit of a shock. He put in a lot of extra time on the job, so I'm not surprised that he talks about his work and his family," said Pastor Frank Gomez of the Mayor's Clergy Council.

"While I know he has his detractors out there, I think he's done a great job. He has put Salinas on the map by being known in the state, in Washington, D.C. And people know it in a good way ? they know about our problems but they know we've assembled a good team that's sustained itself. It's become a model and other people want to learn from us."

For the remainder of his term, Donohue said he plans to continue working on economic development for the city.

"The outlook appears reasonable for the next year, but with a five-year outlook, we're going to have to look at revenue enhancements," he said. Those could include incentives for businesses to relocate to Salinas or a renewal of tax measures such as Measure V.

Specifically, he said he wants the city to expand its tax base and get the Alisal Marketplace up and running.

"We have to work on business attraction and retention," he said.

Gomez said he had hoped Donohue would stay on the job at least two more years.

"I'm very sorry to hear that he's hanging it up at this point. I would have liked to see one more term," he said.

McMillin shared concerns about a shift in leadership at a critical point in the city's anti-violence efforts.

"The work that we're doing does not lend itself to elected terms," he said. "It's constant growth and dynamic change, and that growth needs to be shepherded and understood."

The city structure, he said, is "enduring, but what changes with leadership is vision and priorities. So that's the part that remains to be seen. I'm confident that anyone thinking of taking this job has to have violence prevention as a priority."

While he declined to anoint a potential successor, Donohue said he believes future leaders will continue the work.

He said it's a relief not to have to think about campaigning during his final nine months on the job.

When asked if he has plans for doing something fun after he steps down, Donohue appeared perplexed by the question.

After some thought, he replied, "I love Salinas. I've loved every minute of being mayor."

Visibly tired by day's end, he added, "It was a tough day. But it was the right thing to do."

Flood Insurance Fight for Mississippi Lawmakers

Mississippians across the state could lose their flood insurance if state lawmakers don't repeal a section of current law.

Mississippi law currently allows an exemption for hunting and fishing camps from meeting building codes, including flood plain regulations.

"There will be no flood insurance after May 5th, unless we address their concerns," says Rep. Gary Chism, a republican from Columbus.

To address the issue, Chism has submitted legislation to take out the hunting and fishing camp exemption, not because he wants to, but because countless homeowners would be affected if it doesn't happen.

"[Hunting and fishing] is a big part of the culture, it is, but they are going to have to abide by the flood rules."

Chism says he has no doubt the exemption will be repealed before the deadline.

A study describes liquid water diffusion at molecular level

An article published in Physical Review and conducted by researchers at the universities of Granada and Barcelona might lead to a revolutionary change in water desalination and filtration methods.

Researchers at the universities of Granada and Barcelona have described for the first time the diffusion of liquid water through nanochannels in molecular terms; nanochannels are extremely tiny channels with a diameter of 1-100 nanometers that scientists use to study the behavior of molecules (nm. a unit of length in the metric system equal to one billionth of a meter that is used in the field of nanotechnology).

This study might have an important impact on water desalinization and filtration methods. Two articles published in Science state that the introduction of graphene membranes and carbon nanolayers will revolutionize water desalinization and filtration processes, as water diffuses rapidly through these materials when their pores are 1nm in diameter.

Liquid water exhibits a range of unusual properties that other chemical compounds do not have: up to 65 abnormalities. Some of these abnormalities have been known for 300 years, as the fact that water expands below 4?C.

Many of the abnormalities found in water have a dynamic nature -e.g. water molecules move faster as density increases-, as a result of the properties of the hydrogen bond networks that form between water molecules; hydrogen bonds lead to the formation of tetrahedral structures wherein a central atom is located at the center with four molecules located at the corners. However, this geometrical structure changes with pressure and temperature and, until now, changes in the molecular structure and properties of liquid water had not been described.

A Mystery to Solve

Particularly confusing are the results on the diffusion of water confined between two hydrophobic plates. Neither experiments nor computer-based models have clarified whether confinement increases or reduces the mobility of water molecules. However, it seems that the mobility of water molecules relies on ducts having a diameter above or below 1nm.

In a study published in the prestigious journal Physical Review, professors Francisco de los Santos Fern?ndez (University of Granada) and Giancarlo Franzese (University of Barcelona) described the behavior of water confined between two hydrophobic plates. In their study, Franzese and Fernandez used models to demonstrate that the diffusion of nanoconfined water is unusually fast, as a result of the competition between the formation and breaking of hydrogen bonds, and the free volume available for cooperative molecule rearrangement.

In nanochannels above 1 nm in diameter, macroscopic diffusion of water only occurs if there is a cooperative rearrangement of molecules, which leads to HB breaking within a cooperative region of 1nm in size. On the other hand, diffusion increases in nanochannels below 1 nm, as fewer HBs need to be broken. Thus, this study proves that the interplay between hydrogen bond breaking and cooperative rearranging within regions of 1-nm determine the macroscopic properties of water.
